Determining the official toll collection stop time at the National Highway 51 BOT Project

Although toll collection has been stopped for nearly 2 years, the Ministry of Transport has not been able to complete the establishment of public ownership of assets in the BOT National Highway 51 expansion investment project passing through Dong Nai and Ba Ria - Vung Tau.

The People's Committee of Ba Ria - Vung Tau province has just sent an official dispatch to the Ministry of Transport (MOT) requesting to determine the official time to stop collecting tolls at the BOT project to invest in the construction and expansion of National Highway 51.

In this dispatch, the People's Committee of Ba Ria-Vung Tau province requested the Ministry of Transport, the Vietnam Road Administration and the Bien Hoa - Vung Tau Expressway Investment and Development Joint Stock Company (BVEC) to promptly resolve the problems to establish the ownership of National Highway 51 by the people, as a basis for implementing the maintenance and repair of degraded and damaged areas, ensuring traffic safety and handing over the section of National Highway 51 from Ba Ria roundabout to Vung Tau city to this province for management, exploitation and maintenance according to regulations.

According to the People's Committee of Ba Ria - Vung Tau province, the BOT project to invest in the expansion of National Highway 51 has been announced by the Vietnam Road Administration to temporarily stop collecting tolls from 7:00 a.m. on January 13, 2023.

However, up to now, the competent state agency and the investor are still in the process of negotiating to determine the specific time to officially stop collecting fees, and have not yet established public ownership.

Therefore, the T3 toll station in Ba Ria - Vung Tau province has not been dismantled, the road surface on National Highway 51 has degraded, there are many damaged locations on the route, potholes, cracked road surface, "buffalo back", lane markings in many sections are missing and have not been repaired in time, thus posing a great risk to traffic safety for vehicles traveling on the route.

Meanwhile, the Road Network Planning for the 2021-2030 period, with a vision to 2050, has determined that the section of National Highway 51 from Ba Ria Roundabout to Vung Tau City is no longer planned as a national highway, but will become a local road.

The planning of Ba Ria - Vung Tau province for the period 2021-2030, with a vision to 2050, also identifies this section as provincial road DT.994C.

"Because National Highway 51 has not yet established public ownership, it is not yet eligible for the Ministry of Transport to hand over to the province for management," said the leader of the People's Committee of Ba Ria - Vung Tau province.
