Windows 11 24H2 may silently slow down and limit your system

Testing both with the upgrade and with a fresh install of Windows 11 24H2 has revealed some surprises, although the majority of the data suggests that the differences are negligible. At the same time, not all users have had a smooth experience. Some recent Windows 11 updates, such as KB5050094 and KB5051987, have caused a number of issues, including game crashes, as reported by Neowin member jokeguy .

In particular, a report from Borncity media shows that a reader discovered a bug that reduces the performance of Windows 11 24H2 that users may not notice if they are not paying attention. Specifically, on a system equipped with an Intel Ultra 9 285K CPU with an ASRock motherboard, Windows 11 automatically switches to power saving mode when the application is minimized, resulting in a sharp reduction in CPU clock speed. This user confirmed this issue through tests such as Prime95 and the 7-Zip benchmark.

Windows 11 24H2 supports arbitrary CPU slowdown

This issue occurs even though Microsoft has officially supported the Intel Ultra 9 285K processor on Windows 11 24H2 according to the latest update to the CPU support list. The image from Task Manager shows much higher CPU usage and clock speed when the application is not minimized.

Affected users also reported that the same issue did not occur on previous-generation CPUs like the Intel Core i9-12900K and AMD Ryzen 9 9950X, although Ryzen 9 processors are not yet on Microsoft's 24H2 support list. This could explain why many people did not encounter the error during testing, as the 14700K has a similar architectural design to the 12900K.

This isn't the first time there have been reports of Windows 11 slowing down device performance. Last September, it was reported that the operating system could be inconsistent in its performance management. This may explain the CPU slowdowns that PassMark recently highlighted and have become a cause for concern.
