Exactly 78 years ago, on September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence , giving birth to the Democratic Republic of Vietnam, the first people's democratic state in Southeast Asia. The success of the August Revolution with the birth of the Democratic Republic of Vietnam was a brilliant milestone in the nation's history, opening a new era - national independence associated with socialism.

The Declaration of Independence is a legal document that lays the foundation for affirming the establishment of a rule-of-law state in Vietnam, with the goal of "Independence-Freedom-Happiness", inspiring creativity and illuminating the path of the Vietnamese revolution in the cause of building a state of the people, by the people and for the people.

Remembering the historical milestone of the Declaration of Independence on September 2, 1945, we cherish even more the great ideological values ​​on human rights initiated by President Ho Chi Minh in the Declaration of Independence. These are immortal values, still relevant today.

In today's new era, the entire Party and people are constantly striving for human rights and have achieved many positive and important results, leading Vietnam to develop. Especially after more than 35 years of implementing the renovation, opening up and integration process, overcoming many difficulties and challenges, the country has reaped many great achievements that we are very proud of.

Steadily walking on the glorious path, our country is striving to successfully realize the goal of "rich people, strong country, democracy, equality, civilization", achieving many important achievements.

That is, economic growth has always been maintained at a fairly high level, people's lives have been improved; political and social stability has been maintained; national defense and security have been ensured. With strong political efforts and determination, the legal system has been increasingly improved, contributing to the country's development in many fields and expanding foreign relations, proactively integrating internationally.

Currently, our entire Party and people are continuing to promote comprehensive innovation in the context of the world and regional situation forecast to have many complex and unpredictable developments, creating both opportunities and many challenges.

One of the threats to the survival of the regime is bureaucracy, corruption, and waste; the political, moral, and lifestyle degradation of a number of cadres and party members has been and is reducing the people's trust in the Party.

Meanwhile, hostile forces are always trying to sabotage the great national unity bloc, smear and distort the truth, in order to destroy the good achievements that our people have built. This reality requires that the work of Party building and rectification must be carried out more resolutely and seriously so that our Party can truly be moral and civilized.

The cadres and party members must constantly improve their ethics, knowledge and professional skills to be able to complete their assigned tasks well. Continuously studying and following Ho Chi Minh's ideology, ethics and style is one of the important tasks that our Party, State and people must strive to carry out in order to build a socialist rule-of-law state that is truly of the people, by the people and for the people.

In recent times, to overcome the passive, confused and incomplete state in legislative work, the Party Delegation of the National Assembly has submitted to the Politburo to issue Conclusion 19-KL/TW; thereby providing orientations for law-making for the entire term to concretize and institutionalize the spirit of the Resolution of the 13th National Party Congress; creating conditions for the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies to be more proactive and comprehensive in law-making - the most fundamental and important function of the National Assembly.

That strong, unified and consistent message was conveyed by Party and State leaders in many major forums, creating a pervasive effect. The guiding viewpoint of General Secretary Nguyen Phu Trong on building a socialist rule-of-law state is an important part of the system of viewpoints on socialism and the path to socialism in our country today, clearly emphasizing the nature of "being a long-term, extremely difficult and complicated cause, because it must create profound qualitative changes in all areas of social life".

Resolution No. 27-NQ/TW, dated November 9, 2022, of the 6th Central Conference, 13th tenure, determined that the construction of a socialist rule-of-law State of Vietnam needs to be "placed within the overall work of building and rectifying the Party and a clean and strong political system; promoting the strength of great national unity, mobilizing the participation of the entire political system with high determination, great efforts, drastic, persistent and effective actions; successfully carrying out the cause of building and defending the Fatherland, for the goal of a rich people, a strong country, democracy, fairness and civilization".

The lessons and immortal spirit of National Day September 2 forever encourage and guide us, with the belief and determination to well implement the spirit of President Ho Chi Minh's teachings: A rule-of-law state by the people and the people are the masters; A rule-of-law state must have the "spirit of the rule of law" and "rule of law"; A state that is "honest", strong, and operates effectively and efficiently.
