"Some players and club officials do not fully understand the provisions of the Law, the principles in applying VAR... leading to excessive behavior, attitudes, and statements reacting to the referee during and after the match," Vietnam Professional Football Joint Stock Company (VPF) stated in notice No. 15 posted on February 18.

In round 13 of V.League 2024-2025, up to 7 coaches of football teams were penalized for their behavior of reacting to the referee. Of which, Dong A Thanh Hoa club alone had 4 people receiving cards, head coach Velizar Popov was stripped of his coaching rights. Coach Van Sy Son (Quang Nam) was "fined" and was not allowed to perform his duties in the next 2 matches.

The referee team on duty at the match between Ho Chi Minh City Club and Binh Duong caused a lot of controversy.

The referee team on duty at the match between Ho Chi Minh City Club and Binh Duong caused a lot of controversy.

In announcement No. 15, VPF made a number of recommendations related to improving the spirit, attitude, and behavior on the field. Particularly for leaders, officials, and coaches of football teams, VPF emphasized "showing proper and appropriate attitudes, behaviors, and statements, avoiding overreactions that affect the overall image of the tournament and the interests of the clubs and individual members participating in the task".

In addition, officials and coaching staff of football teams are also asked to strengthen research and compliance with regulations and principles of applying VAR, avoiding the recurrence of reactive behaviors that directly affect the referee's management of the match.

VPF’s announcement No. 15 did not mention the referee issue. In this content, the tournament organizer and operator pointed out the phenomenon of teams not fully understanding the rules without mentioning the controversial and erroneous decisions of the referee team on duty.

For example, in the match between Binh Duong and Ha Tinh clubs in round 13, Bui Vi Hao touched the ball with his hand in the penalty area, deflecting the ball from its path towards the goal. The referee and VAR carefully checked the situation but still determined that this was not a handball.

In the match between Ho Chi Minh City FC and Thanh Hoa, coach Velizar Popov got angry with his team's players, which was misunderstood as a reaction to the referee. In addition, the Thanh Hoa team also lost a penalty because the referee made an offside call.
