Information at the exchange between Deputy Minister of Natural Resources and Environment Le Cong Thanh and Mr. Javier Toledo Tapanes - Vice President of the National Water Resources Agency of Cuba, Mr. Rolando Calzada Cano - Director of the Department of Irrigation Planning and delegates in the working delegation of the National Water Resources Agency of Cuba, on October 12.
Welcoming the delegation of the National Water Resources Agency of Cuba to visit and work with the Ministry of Natural Resources and Environment, Deputy Minister Le Cong Thanh emphasized the special, loyal and pure friendship between Vietnam and Cuba that has been nurtured, consolidated and developed over the past 60 years.
Introducing the Vietnamese Ministry of Natural Resources and Environment, the Deputy Minister said that the Ministry of Natural Resources and Environment is assigned by the Government to manage 9 areas, including: Land, Water Resources, Geology and Minerals, Environment, Hydrometeorology, Surveying and Mapping, Sea and Islands, Climate Change, and Remote Sensing. In the field of water resources, the Ministry of Natural Resources and Environment is finalizing the Law on Water Resources (amended) to submit to the National Assembly for approval next November. With the new points of the Law, it will create conditions to promote socialization in water resources management. Vietnam is ready to share these management experiences with Cuba.
Expressing sincere thanks to Deputy Minister Le Cong Thanh, Mr. Javier Toledo Tapanes - Vice President of the National Water Resources Agency of Cuba said that during this working trip, the Cuban side hopes to find common ground with the Ministry of Natural Resources and Environment to further deepen cooperation in the future.
Mr. Javier Toledo Tapanes especially thanked the Ministry of Natural Resources and Environment for accompanying Cuba in carrying out the task of "Researching the current status of surface water resources and forecasting salinity intrusion in the Cauto River basin as a basis for proposing solutions to increase rice production and improve water supply for people". This is the initial task that lays the foundation for cooperation between the two units, the National Water Resources Agency of Cuba and the Ministry of Natural Resources and Environment of Vietnam. According to Mr. Javier Toledo Tapanes, the research on the current status of surface water resources and forecasting salinity intrusion in the Cauto River basin is very important for economic development in Cuba, because the Cauto River flows through 4 provinces in this country.
Sharing about this task, Deputy Minister Le Cong Thanh highly appreciated the attention and effective cooperation of the National Water Resources Agency of Cuba for the Institute of Water Resources Science - a unit under the Ministry of Natural Resources and Environment in the recent past. The agency has always been proactive, supportive and arranged human resources to closely coordinate with the Institute of Water Resources Science from providing information, data, organizing field surveys to supporting in professional contents within the framework of this task.
It is known that the task "Research on the current status of surface water resources and forecasting saline intrusion in the Cauto River Basin as a basis for proposing solutions to increase rice production and improve water supply for people" was carried out from January 2021 to January 2024. The research will clarify the current status of surface water resources and saline intrusion in the Cauto River Basin; Establish a simulation model and forecast surface water resources and saline intrusion according to different water exploitation and use scenarios taking into account the impact of climate change. From there, propose solutions to reasonably exploit and protect surface water resources for rice production and improve water supply for people.
Deputy Minister Le Cong Thanh said that the products of the task will be transferred to the Agency as soon as possible. The Deputy Minister assigned the Institute of Water Resources Science to make a specific plan for transferring the products of this task.
On this occasion, the Deputy Minister also assigned the Department of International Cooperation to coordinate with the General Department of Hydrometeorology to discuss with the Cuban meteorological agency to find out the priority content of cooperation in the coming time./.
