The Ministry of Natural Resources and Environment has just issued Document No. 7855/BTNMT-VP to the People's Committees of Dien Bien, Lai Chau, Dak Lak, and Dak Nong provinces on continuing to focus on promoting administrative procedure reform (AP), improving the efficiency of handling APs to serve people and businesses, and reporting on AP reform in 2024.


The document clearly states: To carry out the tasks assigned by the Government and the Prime Minister in Directive No. 27/CT-TTg dated October 27, 2023 of the Prime Minister on continuing to promote reform solutions and improve the efficiency of handling administrative procedures, providing public services to serve people and businesses and the direction of the Prime Minister in Document No. 727/TTg-KSTT dated October 1, 2024; to continue to promote administrative procedure reform, improve the efficiency of handling administrative procedures, providing public services to serve people and businesses, in its role as a member of the Prime Minister's Administrative Procedure Reform Working Group, the Ministry of Natural Resources and Environment requests the People's Committees of the provinces to resolutely direct and implement the tasks assigned in Directive No. 27/CT-TTg dated October 27, 2023 and Directive No. 16/CT-TTg dated May 20, 2024 of the Prime Minister.

At the same time, the Ministry of Natural Resources and Environment requested to focus on directing and prioritizing resources for implementation, ensuring the completion of assigned tasks: On reforming administrative procedure regulations; reforming the implementation of administrative procedures; Reporting on administrative procedure reform work.

Regarding the reform of administrative procedure implementation, the Ministry requested localities to announce, publicize, and fully transparently handle administrative procedures at the local level according to regulations. 100% of local administrative procedure records must be received and processed on the provincial-level administrative procedure processing information system and must be connected and synchronized with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation process.

Accelerate the digitization of records and results of administrative procedure settlement, link digitization with the performance of tasks of cadres, civil servants and public employees in the process of receiving and settling administrative procedures, promote the reuse of digitized data through connection and data sharing; promptly review and issue a decision to announce the List of components of administrative procedure records that need to be digitized within the scope of management functions by sector and field for timely implementation.

Organize and effectively implement the work of handling administrative procedures and providing public services at the local level, as follows: Priority is given to reviewing and restructuring the integrated process for online public services provided on the National Public Service Portal in 2024 according to Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister; 02 groups of interconnected administrative procedures include Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; Death registration, deletion of permanent residence registration, settlement of burial and death benefits according to Decree No. 63/2024/ND-CP dated June 10, 2024 of the Government; Settlement of administrative procedures for issuance of Judicial Records according to Official Dispatch No. 656/TTg[1]KSTT dated August 24, 2024 of the Prime Minister on expanding the pilot issuance of Judicial Records via the VNeID application; Urgently issue a plan to pilot the implementation of the Electronic Health Book for integration on the VNeID application according to the instructions in Decision 2733/QD-BYT dated September 17, 2024 of the Ministry of Health.

Promote the implementation of the tasks of Project 06/CP for the tasks assigned to localities, especially removing bottlenecks in the implementation process such as: digitizing civil status data, digitizing land data, overcoming security checks of the system serving the issuance of judicial records to ensure that data is connected to the National Population Database to simplify paperwork when performing administrative procedures and promote the provision of online public services.

In addition, periodically every month, the results of the assessment of service quality for people and businesses according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister will be publicly announced on the National Public Service Portal, Provincial Public Service Portal, and the Electronic Information Portal of each locality.

Regarding the Report on administrative procedure reform, implementing Document No. 7422/VPCP-KSTT dated October 10, 2024 of the Government Office on the implementation of Document No. 727/TTg-KSTT of the Prime Minister; to prepare the working content of the members of the Prime Minister's Administrative Procedure Reform Working Group, the Ministry of Natural Resources and Environment requests the People's Committees of the provinces to specifically report on the situation and results of administrative procedure reform; forecast the ability to complete assigned tasks, difficulties, obstacles and specific proposals and recommendations. The reports of the localities are requested to be sent to the Ministry no later than November 22, 2024 for synthesis.
