TPO – The Vietnamese government is directing the construction of urban railway systems in Hanoi and Ho Chi Minh City, which creates great room for cooperation.
Railway connection, serving green development
On the afternoon of June 25 (local time), on the occasion of attending the 15th Annual Pioneers Meeting of the World Economic Forum (WEF) in Dalian City, Liaoning Province, China, Prime Minister Pham Minh Chinh received Mr. Lou Qiliang, Chairman of the Board of Directors and General Director of China Railway Signal Corporation (CRSC).
At the meeting, Prime Minister Pham Minh Chinh said that Vietnam is making efforts to promote more transport connections, including railway connections, to serve green development, promote industrialization, modernization, and national development. Vietnam is a neighbor of China, so the two countries must promote transport connections.

The Prime Minister pointed out that China has strengths in developing railways connecting the whole country, and urban railways. Therefore, Vietnam wishes to discuss and seek cooperation opportunities, hoping that China will support Vietnam in designing, constructing, and transferring technology, especially in developing railway projects from Yunnan through Lao Cai to Hai Phong, the Lang Son route to Hanoi, the Dong Hung route to Mong Cai, and Hai Phong.
These three railway lines are more than 700 km long and play an important role, so Vietnam wants to deploy them soon and will promote the development of urban railways.
Sharing with the Prime Minister, Mr. Lou QiLiang assessed that railway development is a great driving force for the development of China. He said that CRSC Group is the largest enterprise in China in terms of railway signals. In the subway sector alone, the group holds a 45% market share.
The Group hopes to have the opportunity to cooperate with Vietnam because of its strengths from the design to the production of railway control signal systems, including software and digital equipment - forming a closed chain.
Regarding the railway transport sector, Mr. Lou QiLiang said that human resources play a very important role, so the unit can train human resources and cooperate with Vietnam in the field of research and development (R&D). The Group has a strong force in urban railway development, especially in the signal sector.
In this field, the group is cooperating closely with Singapore. Mr. Lou QiLiang emphasized that to develop the railway system, human resource development is still important. In addition, the group also has cooperation models with Indonesia and some African countries. Therefore, it is possible to have different forms of investment based on the specific situation.

Determined to deploy North-South high-speed railway
At the meeting, Minister of Transport Nguyen Van Thang said that developing the railway system is Vietnam's biggest strategy at present; he wants to develop a high-speed North-South railway system of more than 1,500 km.
Regarding the North-South high-speed railway project, Vietnam is determined to implement it in the 2026-2027 period. Therefore, Vietnam hopes to cooperate with China in the fields of railways, rolling stock and signals. He hopes that in the coming time, the two sides will have exchanges and cooperation.
Minister Nguyen Van Thang assessed that in high-speed railways, the signal information system is extremely important, determining the safety of the system. The Vietnamese Government is directing the construction of urban railway systems in Hanoi and Ho Chi Minh City, which creates a large space for the two sides to cooperate. When China has good technology and reasonable prices, this is a good opportunity, the two sides need to build support mechanisms to develop railway projects in Vietnam.
Mr. Thang informed that the Government is directing 3 railway projects connecting with China, hoping that by mid-2025, the two sides can implement the first project, Lao Cai - Hai Phong.
Prime Minister Pham Minh Chinh agreed with the group’s opinion on the need to manage railways using digital technology; he said that training human resources for railway projects in Vietnam is facing difficulties. Therefore, to develop the railway industry, human resources are needed.
Vietnam wants to cooperate with China in training human resources, command, control, and design in railway projects. In particular, human resources must come first, then technology transfer. The Prime Minister hopes that the group will pay attention to this issue and soon come to Vietnam to discuss specifically to promote the projects.
