According to the latest figures from the Ministry of Education and Training, there are currently nearly 22,000 foreign students studying in Vietnam, the highest number in the past 9 years. However, this number is still very limited compared to the target set by university education. Not to mention that up to 80% come from Laos and Cambodia and up to 4,000 students study under agreements.

The Prime Minister's decision on planning the network of universities and colleges for the period 2006-2020 sets the goal of Vietnam attracting foreign students to study and research at a rate of 5% of the total number of students nationwide by 2020. With this rate, the number must be 95,300 students in 2020 and with the current scale of university education, foreign students must reach more than 100,000.

Therefore, many universities now set the goal of attracting students from the region and around the world.

START WITH STUDENT EXCHANGE PROGRAM

Associate Professor Dr. Bui Quang Hung, Vice President of the University of Economics, Ho Chi Minh City, said that attracting international students to study is one of the goals that the school is aiming for. In the immediate future, the school will implement student exchange programs by sending its students abroad and welcoming students from Southeast Asian countries, Japan, Korea, Singapore, Germany, etc. to study for 3-6 months.

Up to now, there are about 200 international students from 13 countries and territories from Asia, Europe, America coming to Ho Chi Minh City University of Economics to study in fields such as economics, business, architecture, planning, technology, design... in exchange programs. Based on the activities proposed by the partners, the school has designed short-term training programs that meet the requirements, and students who have completed the course are tested, evaluated and recognized. This exchange is sometimes free for both sides for students at a 1-1 ratio, or if not, Ho Chi Minh City University of Economics will collect tuition fees at the school's rate plus fees for additional activities.

At the University of Economics (University of Danang), Associate Professor, Dr. Doan Ngoc Phi Anh, Vice Principal, said that international student exchange activities are always valued by the school and considered a key factor in the process of educational integration and promoting international cooperation.

“On average, each year, the school welcomes nearly 30 international students to participate in short-term exchange programs, internships and cultural exchanges. International students have diverse majors, coming from many countries, including some traditional partners in Korea, Germany and France. The learning outcomes of students in the 1 to 2 semester exchange program at the school are recognized by international partners and integrated into the students' training programs,” Associate Professor, Dr. Phi Anh informed.

Recently, the University of Finance and Marketing welcomed Malaysian tourism students to study a course for 2 months. Assoc. Prof. Dr. Pham Tien Dat, the school's principal, said: "To implement this training, the school has signed a cooperation agreement and agreed on a program so that both sides can recognize each other's credits, and students can easily transfer their scores. In addition, if foreign students need to evaluate and certify experiential programs according to the university's requirements, the school will also design appropriate experiential programs and assessments, based on the regulations of the Ministry of Education and Training on training scores."

Ho Chi Minh City University of Social Sciences and Humanities, Ho Chi Minh City University of Technology, and Ho Chi Minh City International University are all implementing international student exchange programs.

COOPERATION PROGRAMS

Every year, Ho Chi Minh City University of Foreign Languages ​​and Information Technology also welcomes more than 100 international students to study various programs from short-term 1-2 weeks to long-term 1 year. With the long-term program, the school offers 2 main programs including studying Vietnamese language and culture, taught in 3 languages: English, Korean and Japanese. For the short-term exchange program, the school conducts with many countries and territories such as Japan, Korea, Taiwan, Singapore, Thailand, Poland, Germany, Spain. International students can choose majors such as international relations, public relations, international business, English language, tourism and hotel management, etc.

Meanwhile, Nguyen Tat Thanh University has about 40-50 international students enrolling every year, mostly from Laos, Cambodia and some from the Philippines and Taiwan, with majors such as medicine, pharmacy, information technology, finance and banking, business administration, and international relations.

For many years, Ho Chi Minh City University of Economics and Finance has had students from France, Spain, Germany, China, Korea, Japan, etc. studying many different programs and courses under the student exchange program for 1-2 semesters. For international exchange programs, summer camps, winter camps, academic scholarships or conferences, the exchange period is from 1-3 weeks with 50-100 international students each year. Most recently, the school has established the Spanish Event Center to host receptions for Spanish organizations such as businesses, universities, etc. to come to the school to cooperate and work.

CONDITIONS TO ATTRACT INTERNATIONAL STUDENTS TO STUDY FULL-TIME

The above programs are important prerequisites for the goal that the schools are aiming for, which is to become a full-time study abroad destination for students in the region and around the world.

Associate Professor, Dr. Bui Quang Hung said that in order to organize full-time study for international students, the training program needs to be synchronized and standardized from teaching, testing, and examination. In addition, facilities, management issues, etc. must also be invested synchronously. “In particular, international accreditation or being named in prestigious international rankings are important factors. Universities around the world only cooperate with units of “the same level”. In addition, if foreign students intend to study abroad in Vietnam, they will definitely choose universities that have been accredited or ranked,” Associate Professor, Dr. Hung commented.

Dr. Nguyen Anh Tuan, Principal of Ho Chi Minh City University of Foreign Languages ​​and Information Technology, said that attracting international students is a strategic step in the current trend of internationalizing education, requiring a long-term and thorough preparation plan in many aspects. That is, investing in training programs, teaching staff, infrastructure, student support services and strengthening international cooperation. "In particular, the fact that training programs achieve international quality accreditation is a very important factor, proving that the school's training quality meets global standards, creating trust for partner schools and international students," said Mr. Tuan.

Dr. Vo Van Tuan, Vice Principal of Van Lang University, commented: "In the future, universities in Vietnam can certainly become a destination for foreign students to choose to study abroad if the capacity of the staff, the training program meets international standards and the learning environment, practice rooms, laboratories, accommodation, etc. must also meet the requirements of international students."

Ho Chi Minh City aims to become an international center for education and training.

On January 24, 2024, the Ho Chi Minh City People's Committee issued a decision on the establishment of a working group and a support group to implement the project of building Ho Chi Minh City into an international center of education and training to attract students from the region and the world.

This project is being implemented by the Ho Chi Minh City People's Committee in coordination with the Ministry of Education and Training, Ho Chi Minh City National University and universities in the city. According to the project, Ho Chi Minh City will become a center for training high-quality human resources in the region and the world; contribute to training university and postgraduate human resources with international qualifications; strengthen international cooperation in university and postgraduate education in the fields of technology transfer; build international standard training programs to attract regional and international students to study in the city.
