Thoroughly grasp conclusion 132 on drug prevention, control and combat

This morning, the Ministry of Public Security held a national online conference to disseminate Conclusion No. 132 dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36 dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat.

Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat; General Luong Tam Quang, Politburo member, Minister of Public Security; Comrade Le Thanh Long, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control chaired the conference.

Attending at the Ha Tinh bridge point were comrade Nguyen Duy Lam, Secretary of the Provincial Party Committee; comrade Nguyen Hong Linh, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and comrades of the Provincial Party Committee Standing Committee.

Conference overview

After 5 years of implementing Directive No. 36 of the Politburo, there has been a clear change in awareness, mobilizing the participation of the entire political system and the entire population in preventing, combating and controlling drugs. Specialized forces have achieved many feats, destroyed many organizations and transnational drug trafficking and transportation lines, and seized large quantities of drugs.

Conference delegates

Activities to prevent and manage drug addicts and illegal drug users, care for and reintegrate post-addicts into the community have received attention with many effective and creative methods. However, compared to the goals set out in Directive 36, the results achieved are still far from the goals, and the implementation process has revealed many shortcomings and problems that need to be promptly overcome and resolved. The situation of crime and drug abuse is having many new developments, requiring innovation in thinking and working methods...

The conference is connected to many provinces and cities across the country.

At the conference, delegates discussed and analyzed the results achieved, difficulties and limitations, and discussed solutions and tasks to continue promoting the implementation of Directive 36 of the Politburo.

Concluding the conference, Comrade Tran Cam Tu, Standing member of the Secretariat, highly appreciated the drastic participation of Party committees, authorities and organizations from the central to local levels in seriously implementing Directive 36 of the Politburo in the past time.

Faced with the reality that drug crimes are still complicated, the risk of drug supply and demand arising, and the management of addicts is still limited... he requested Party committees, agencies, units, and localities to improve the effectiveness of state management, promote the strength of the entire political system in preventing, combating, and controlling drugs.

Identifying drug prevention and control as an urgent, regular and long-term task, must be carried out at all times, in all places, in all areas, synchronously implementing 3 goals: reducing supply, reducing demand and reducing the harm of drugs.
