This is a regulation on basic salary and bonus regime for civil servants, public employees, and armed forces (Decree 73).
We are asking localities and units to urgently complete the necessary procedures and report to the department before January 20 so that cadres, civil servants and public employees can receive the prescribed regime, adding joy to the coming of Tet.

The teacher was impatient.
A teacher in Krong Bong district (Dak Lak) said that Tet is coming but she and her colleagues have not received any bonus information according to Decree 73. She said that when the Government issued Decree 73, many teachers in remote areas were very happy because their efforts were recognized, especially having extra money to buy Tet.
“The amount of money is not much, but it is very meaningful to teachers in remote areas. However, we have not received it yet,” the teacher worriedly said.
According to another teacher, Decree 73 was issued in mid-2024 and bonuses are based on outstanding work achievements and the results of the assessment and classification of employees' annual task completion level.
In particular, the annual bonus fund is determined to be 10% of the total salary fund. Localities and units must meet to plan the financial plan, have a reward policy and send it to the competent authority to make the payment. "However, the deadline is almost over and the school has not made any move, making teachers very worried," the teacher said.
Talking about this, Mr. Bach Van Manh admitted that the locality's slow implementation of the decree led to confusion among localities and units.
According to him, on December 20, 2024, the People's Committee of Dak Lak province issued two official dispatches on the implementation of the bonus regime and authorized all levels to develop bonus regulations.
Dak Lak Provincial People's Committee assigned the Department of Home Affairs and the Department of Finance to proactively research and guide agencies and units in implementation. If beyond authority, promptly report to the Provincial People's Committee for direction of implementation.
However, up to now, only a few localities such as the People's Committee of Buon Ma Thuot City and the People's Committees of Krong Nang, Krong Pak, and Ea H'leo districts have completed the bonus regulations. Other units have not yet completed the necessary procedures to serve as a basis for allocating bonus sources.
Confused with new regulations
Regarding the bonus payment according to Decree 73, Mr. Nguyen Tan Thanh - Deputy Director of the Department of Finance of Dak Lak province - said that agencies and localities must develop new bonus regulations to have a basis for implementation.
However, this is a new decree, so localities and units are confused. Accordingly, Decree 73 takes effect from July 1, 2024 and by January 31 of the following year, if the bonus fund is not fully used, it cannot be transferred to the bonus fund of the following year. That is, the bonus fund of tens of thousands of people in the first 6 months of 2024, if not spent before January 31, will be cut.
Up to now, many agencies and units have not implemented it, including the Dak Lak Department of Education and Training with about 5,000 people eligible for rewards. The leader of the Department of Education and Training said that the Provincial People's Committee assigned the departments and branches to develop reward regulations according to Decree 73, but the source of funds for the rewards was not mentioned.
According to this leader, since Decree 73 takes effect, anyone who completes their tasks excellently will be rewarded about 6.2 million VND; anyone who completes their tasks well will be rewarded about 5.8 million VND.
“The entire Dak Lak province currently has about 5,000 high school teachers who have completed their tasks well or excellently, but the department does not have the reserve resources to plan for bonuses. The department is making a proposal to request additional funds to reward teachers this time,” he said.
It is known that the People's Committee of Buon Ma Thuot City has completed the bonus regulations and decided to allocate more than 20 billion VND to implement bonus payments according to Decree 73 for about 5,000 civil servants and public employees. Of which, more than 17 billion VND is reserved to reward teachers on this occasion.
Race against time
Mr. Bui Van Yen - Director of Dak Lak Department of Finance - said that the unit has received a proposal for additional funding from the Department of Education and Training for its affiliated units and is trying to complete the procedures. The department is making a proposal for the Provincial People's Committee to approve funding for the Department of Education and Training to reward teachers.
“The departments of the department are racing against time to ensure funding according to Decree 73 in January 2025. Although it is late, we must make efforts to ensure the regime to encourage teachers and workers,” said Mr. Yen.
Previously, Ms. Le Thi Thanh Xuan - Director of the Department of Education and Training - had sent a document requesting additional funding in 2024 to pay for rewards according to Decree 73 for affiliated public service units. The Department requested additional funding of 33 billion VND to pay rewards to 5,000 managers, teachers, and employees of affiliated units.
Can Tho: Estimated 12 billion VND bonus for teachers
On January 16, information from the Department of Education and Training of Can Tho City said that on January 14, the Department of Finance sent a document to the City People's Committee approving the funding source for rewards according to Decree 73 of the Government.
Regarding the education sector of Can Tho City, based on the proposal of the Department of Education and Training, the Department of Finance recommends that the City People's Committee consider approving the budget allocation for the Department of Education and Training and its affiliated units to implement the bonus regime according to Decree 73 with a total amount of over 12 billion VND.
The funding source comes from the city budget's salary reform implementation source. According to the Can Tho Department of Education and Training, when approved by the city, the department will reward teachers.
Ca Mau: Strong direction to get bonus before Tet
Mr. Nguyen Thanh Luan - Director of the Department of Education and Training of Ca Mau province - said that there has been a document directing schools to implement Decree 73 of the Government.
“Up to now, there have been no reports of teachers receiving Tet bonuses according to Decree 73. Basically, we need to direct drastic actions so that teachers can receive bonuses according to Decree 73 before Tet to create an exciting and joyful atmosphere.”
After many years of teaching, this is the first time teachers at Vo Thi Hong High School (Tran Van Thoi District) have heard about year-end bonuses. Although the bonus is not too big, it is the first official “Tet bonus”, very happy and meaningful for teachers before the new year.
The bonus will be a great encouragement for teachers to work hard and contribute.

Da Nang: Support for contract teachers who do not receive bonuses
Mr. Nguyen Thanh Lich, head of the Department of Education and Training of Lien Chieu district, said that the department has not yet recorded any problems in paying bonuses according to Decree 73. According to Mr. Lich, in some kindergartens, contract staff are not allowed to receive this bonus, but the schools have ways to share and support them.
Ms. Nguyen Quoc Thu Tram - principal of Ngoc Lan Kindergarten (Hai Chau District, Da Nang) - shared that each school has a different way of dividing the Tet bonus. According to Decree 73, teachers and contract employees of the school are not allowed to receive the bonus.
However, Ngoc Lan Kindergarten has agreed to share the money together. Accordingly, the teachers who receive the award will contribute to support the teachers who do not receive the award.
“Currently, the number of teachers on school contracts such as maternity, catering, cleaning, medical, and school contract clerical staff, according to Decree 73, these workers do not receive this bonus.
Some schools divide according to the form of teachers with city-level experience and initiative, ranked as emulation fighters... will be divided into a fairly high rank, then divided equally. Ngoc Lan Kindergarten divides the same content according to the monthly ranking of good/fair multiplied by the number of months of bonus payment in the year, multiplied by the amount of money.
The school divides in this way because those with high achievements have often received many rewards, the State has recognized their achievements and rewarded them. These rewards should be reserved to be divided equally among all staff in the school, everyone can receive them, and everyone is happy" - Ms. Tram said.
