The signed regulations on coordination of work between the Vietnam Fatherland Front Committee of Quang Nam province and the People's Council of Quang Nam province for the period 2021 - 2026 include 3 chapters, 15 articles, focusing on 6 specific coordination contents.
These include coordinating propaganda and mobilizing people to implement State policies and laws, resolutions of the Provincial People's Council; representing and protecting the legitimate rights and interests of the people; organizing activities to meet voters, resolve people's reflections and recommendations; coordinating activities to monitor, contribute opinions and social criticism on draft resolutions of the Provincial People's Council...
Assessing the implementation of the Regulations over the past 2 years, Vice Chairman of the Provincial People's Council Tran Xuan Vinh said that the coordination contents have been implemented synchronously by all parties and achieved good results. The Provincial People's Council and the Provincial Vietnam Fatherland Front Committee regularly organize exchanges and discuss solutions and implementation plans, especially the unification of the contents of social supervision and criticism.
“Through the good implementation of the Coordination Regulations, it contributes to demonstrating the function of representing and protecting the legitimate rights and interests of the people; promoting democracy at the grassroots level; contributing to improving the effectiveness and efficiency of state management work of authorities at all levels…” - Mr. Vinh assessed.
Over the past 2 years, the Standing Committee of the Provincial People's Council and its committees have organized 8 thematic supervision delegations; the Provincial Vietnam Fatherland Front Committee has chaired the organization of 22 thematic supervision delegations. In addition, the Standing Committee of the Provincial Vietnam Fatherland Front Committee has proactively selected, registered and organized social criticism of 10 important projects and draft resolutions.
Notably, the Provincial People's Council and the Provincial Vietnam Fatherland Front Committee always pay attention to and strengthen coordination in monitoring activities. Thanks to that, the monitoring programs of the Provincial People's Council and the Provincial Vietnam Fatherland Front Committee are implemented according to plan, limiting overlap in content, time, and monitoring objects.
From social criticism, professional agencies and review agencies have more multi-dimensional information about the current situation of issues requiring policy issuance and practical situations to absorb and revise projects and draft resolutions to ensure quality before submitting them to the People's Council for consideration and decision.
Ms. Le Thi Nhu Thuy - Head of the Propaganda - Organization - Ethnicity - Religion Department of the Vietnam Fatherland Front Committee of the province said that through monitoring Resolution No. 23 on the arrangement of mountainous residents, the Provincial Front proposed and was accepted by the People's Council, directing the People's Council delegations of the localities to re-monitor Resolution No. 23, and then amend this resolution to be more appropriate.
Or the Front's supervision of the implementation of the Appeal Judgment No. 34/2018/HC-PT dated March 16, 2018 of the High People's Court in Da Nang on the case of "Complaint to cancel the Certificate of Land Use Rights" in Binh Tu commune, Thang Binh, at the request of the coordinating agency - Quang Nam Newspaper. After the supervision and recommendations of the Front, the case was thoroughly resolved, the rights of citizens were guaranteed.
To bring the resolution to life
Vice Chairman of the Provincial People's Council Nguyen Cong Thanh admitted that in reality, there are resolutions of the People's Council that, after being issued, are difficult to implement and are not close to reality.

For example, Resolution No. 13 of the People's Council on eliminating temporary houses; through a survey, the Provincial People's Council found that the data on temporary houses and dilapidated houses were not accurate... Or Resolution No. 33 dated September 17, 2020 of the Provincial People's Council on the Project on developing information technology applications and building digital government in Quang Nam province for the period 2021 - 2025. After a period of time, the resolution also encountered shortcomings and had to be revised and supplemented...
From that reality, Mr. Thanh said that it is necessary to improve the quality of reviewing resolutions before promulgation; in which, the role and responsibility of the Vietnam Fatherland Front Committee of the province need to be promoted more.
According to Mr. Nguyen Cong Thanh, the Front needs to proactively propose monitoring of outstanding and urgent issues, and at the same time monitor resolutions related to the Front and its member organizations.
Promote information and propaganda of the Provincial People's Council's resolution through many channels; research and implement a model of specialized voter contact, paying attention to examining voters' opinions in order to synthesize and report accurately and closely to reality.
Mr. Ha Duc Tien - Head of the Legal Committee of the Provincial People's Council, frankly admitted that one of the reasons why voters "come" to elected representatives less and less is because their opinions and recommendations are not properly resolved.
The Provincial People's Council and the Provincial Vietnam Fatherland Front Committee need to pay attention to better coordinating the implementation of this content, especially voters' opinions and recommendations related to the fields of land, policies, etc.
Chairman of the Provincial Vietnam Fatherland Front Committee Vo Xuan Ca emphasized that the Provincial People's Council and the Provincial Vietnam Fatherland Front Committee must coordinate and effectively use the monitoring results of both sides to avoid overlap.
In addition to the annual monitoring plan, the Provincial Front will flexibly conduct unscheduled monitoring of emerging and prominent issues. The Provincial People's Council and the Provincial Vietnam Fatherland Front Committee must strive to coordinate well in monitoring work so that the People's Council's resolutions can be implemented and meet the people's needs.
The new commune-level Vietnam Fatherland Front Committee has 2,039 non-Party members.
According to the Provincial Vietnam Fatherland Front Committee, as of May 15, the whole province has basically completed the Vietnam Fatherland Front Congress at the commune level for the 2024-2029 term. The highlight is that the personnel of the Vietnam Fatherland Front Committees of communes, wards and towns for the 2024-2029 term elected by the Consultative Congress has fundamentally changed, ensuring the correct requirements, structure and composition.
Accordingly, the congresses have consulted and elected 7,829 people to join the new term of the Vietnam Fatherland Front Committee at the commune level. Of which, 4,144 people were re-elected, accounting for 52.93%; 3,685 people were newly elected, accounting for 47%; 2,039 people were non-Party members, accounting for 26.04%; 2,421 were women, accounting for 30.9%; 1,792 were ethnic minorities, accounting for 22.8%...
Each commune-level Vietnam Fatherland Front Committee has 30-50 members; the Standing Committee of the commune-level Vietnam Fatherland Front Committee has 3 members including 1 chairman, 1 vice chairman and 1 standing member.
At the district level, up to now, there are 2 localities organizing congresses including Dai Loc and Hiep Duc. ( DONG ANH )
Hiep Duc strives for 100% of residential areas to build "Green fences"
The Vietnam Fatherland Front Committee of Hiep Duc district has just successfully organized the 9th Congress (term 2024 - 2029). According to the Congress Resolution, in the term 2024 - 2029, the Vietnam Fatherland Front Committee of the district sets a goal of having 100% of residential areas build the "Green Fence" model and implement the "National Flag Road".
During the 2019 - 2024 term, the movement to join hands to build new rural areas (NTM), with the participation of the Vietnam Fatherland Front, has mobilized the people to highly respond. The whole district has organized the construction of 36 models of "Green fences, clean fences". Up to now, the whole district has 5 communes meeting NTM standards, 7 model NTM villages have been recognized; the district is focusing on building 3 communes and 24 model NTM villages and 1 advanced NTM commune in the period of 2021 - 2025. Duy Xuyen district to eliminate 63 temporary houses in 2022 - 2023
According to the Vietnam Fatherland Front Committee of Duy Xuyen district, in the past 5 years (2019 - 2024), the Fund for the Poor at all levels in the district has mobilized 14.6 billion VND.
The Front has organized dialogues with poor households to understand their circumstances and aspirations, provided capital support, and provided livelihoods to help 326 poor households escape poverty sustainably; supported production development, disadvantaged students to overcome difficulties in studying, provided medical treatment, given gifts, visited and provided other support to 6,692 cases.
In particular, the Front has supported the construction of 145 solidarity houses with a total amount of more than 5 billion VND. In the period of 2022 - 2023 alone, 63 temporary houses have been eliminated with a minimum support level of 100 million VND/house. The district also supported the program of building solidarity houses for poor households in Dien Bien province with an amount of nearly 60 million VND.
The mobilization, management and use of the Fund for the Poor at all levels in the district are strictly and effectively ensured, contributing significantly to the results of implementing the district's sustainable poverty reduction target. The poverty rate in the whole district decreased from 3.08% (in 2019) to 2.06% (in 2023). ( TAM DAN )
