The economic growth of the past 6 months is only an initial sign of improvement. There are still many difficulties. To develop and complete the targets and tasks of 2024, the first priority is that authorities at all levels need to take strong action, especially to remove difficulties for enterprises and focus on public investment to lead investment. If there are no drastic solutions, no removal of difficulties for enterprises, no investment, the economy will continue to decline.

Prioritize stimulating economic development while also taking care of people's lives, especially those in remote, mountainous areas with many difficulties. This is one of the tasks that must be put first and given special attention to be implemented well.
One of the most necessary tasks now is to be more drastic in administrative reform.

In particular, it is necessary to re-energize the working spirit and rectify the staff of civil servants and public employees in the whole province. The situation where a number of party members, civil servants and public employees are afraid of making mistakes, avoid, push away work, or even do not do it or do it ineffectively is a huge barrier. If we cannot remove this barrier, we will not be able to carry out the above-mentioned tasks.

The leaders of the Provincial People's Committee, all levels and sectors will strengthen inspection, supervision and rectification of this situation. The responsibility placed on the shoulders of the leaders of the Provincial People's Committee now is to take strong and synchronous actions to promote the spirit of solidarity and unity of the entire Party and people, converging to become a collective strength to effectively implement the tasks set for 2024.

Businesses are facing many difficulties. More than ever, authorities at all levels must have the responsibility to share the difficulties of the business community.

The most difficult thing now is that the mechanism and procedures for business operations are still cumbersome. The province will review and if any problems are beyond its authority, it will propose to the Central Government to resolve them; if they are within the local authority, the province will focus its efforts on handling them. However, the most important thing is still the team of officials who execute them. The entire political system must work together to resolve the work in the fastest and best way to create favorable conditions for business operations.

I do not agree with the current way of doing things, which is unnecessarily prolonging administrative procedures for businesses. We cannot let businesses continue to face difficulties due to shortages of raw materials and construction materials. We must stop speculating and inflating material prices, causing difficulties for construction businesses.

Land clearance is a major obstacle and problem that causes many construction works to be delayed and projects to not start. The Provincial People's Committee will take measures to focus on removing this difficulty in the coming time. It will try its best to keep the local economy running smoothly. Only then will businesses and investors feel secure and continue to invest in Quang Nam.

It must be admitted that the field of site clearance is a difficult field, with too many obstacles in each different project. However, it is not so difficult that it cannot be done. It must be resolved, but it must be more practical, thorough, strict, and in accordance with legal regulations.

The problems of each specific project must have specific measures for each project. Even projects with 5% land problems that cannot be resolved are one of the big and difficult problems. However, there will be solutions.

In the near future, the People's Committee will review this 5% land, propose to the Provincial Party Committee Standing Committee for approval and propose to the Provincial People's Council to approve the budget to support people who are cultivating on the 5% land. Support for architectural structures on the land, support for job conversion to reclaim this land. That is the solution that needs to be focused on implementation.

If the compensation and support levels for site clearance are truly unreasonable, then propose that the competent authority review and adjust them. Once adjusted, if people do not comply, then administrative measures must be taken. One is to protect the construction, the other is to enforce the construction. Only with such determination can site clearance be achieved, and the locality has experience in handling this through a number of projects such as National Highway 40B, 14E, coastal routes, etc.

- Public investment is the driving force of economic growth, but the disbursement rate is currently low. Will the Provincial People's Committee have any stronger solutions in the near future?

Public investment is an important lever for economic development. However, in the past 6 months, the disbursement rate has been too low (27%). Failure to disburse means that cash flow cannot circulate, and the economy will develop slowly. The Provincial People's Committee has discussed this issue.

In the near future, 5 working groups will be established, headed by the Chairman and Vice Chairmen of the People's Committee, to directly inspect the situation and direct the disbursement of capital for basic construction investment in the last 6 months of 2024, creating favorable conditions for investors and contractors. Determined to strive to achieve the highest disbursement rate.

The government will review and strictly handle investors who do not complete their tasks. If a project or part of the work is delayed due to the investor's subjectivity in not directing or not performing their functions and tasks properly, they will be handled.

However, we also consider objective factors. If it is due to mechanisms, policies, conditions... then we can consider to resolve it. The government does not allow, does not agree with the lack of responsibility, does not do the job properly, will handle the investor and related agencies in delay, delay, not removing difficulties to leave the project unfinished, not disbursing capital for basic construction investment. We will even transfer the work of some violators to awaken this task in the coming time.

- Dear comrade, a hot issue right now is frozen real estate projects. What measures does the government have to resolve this situation in the last months of the year?

The significant problem that cannot be resolved is the land price. Once there is no land price, enterprises cannot fulfill their obligations to the State and cannot continue to implement the project. The Provincial People's Committee will strengthen the land price appraisal council, conduct valuation, and determine land prices according to regulations. Many enterprises have prepared thousands of billions of VND to pay to the state budget, but there is no land price appraisal council, so that source of revenue is still not available.

The granting of land use right certificates or extension of real estate projects is also a pressing issue. The shortcomings of the government and management agencies are that they have not thoroughly studied the proposals of enterprises. The Provincial People's Committee will classify and have solutions for each project.

For projects that have completed 90-100% of their infrastructure and fulfilled their obligations to the State, there is no reason not to issue them land use right certificates to continue operating. This is completely in accordance with the law, but if it has not been done yet, it must be done soon.

For projects that are only 80% completed and have not fulfilled their obligations to the State, a percentage will be granted, creating favorable conditions for businesses to transact and conduct production and business activities.

If any investor is passionate about Quang Nam and his project, and does not have to occupy the project, the government is willing to create favorable conditions by extending the project in accordance with the law so that the investor can continue production and business.

If these obstacles and barriers are removed, real estate businesses will have the conditions to develop and contribute to economic growth and the local budget in 2024.
