Culture is the soul and origin of the nation. Therefore, in recent times, Quang Ninh province has had many specific activities to preserve and promote cultural values, creating momentum for sustainable development, boosting the local socio-economy.

Binh Lieu district displays and introduces local traditional products at the 4th Congress of Ethnic Minorities of Binh Lieu district in 2024.

Following the achievements of Resolution No. 11-NQ/TU dated March 9, 2018, Quang Ninh Province continued to issue Resolution No. 17-NQ/TU (October 30, 2023) on building and promoting cultural values ​​and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development. The Resolution has set 18 goals for comprehensive human development of Quang Ninh in terms of personality, intelligence, creativity, physical strength, soul, social responsibility, civic duty, awareness of law compliance, love for homeland and country with the characteristics of "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization"   in line with the trend of the times, adapting to the trend of the fourth industrial revolution and the requirements of socio-economic development; building and developing a culture rich in identity, associated with rapidly narrowing the gap between rich and poor and regional differences, on the basis of harmoniously combining the typical values ​​of "Beautiful nature, Unique culture, Civilized society, Transparent administration, Developed economy, Happy people". On that basis, the levels, sectors and localities of the province have focused on implementing many effective solutions, suitable to the practical situation of each agency and unit.

Typically, Binh Lieu district, with more than 96% of the population being ethnic minorities, this locality is a land of diverse culture, rich in identity, becoming an invaluable resource for the district to develop tourism. Therefore, in recent years, the district has focused on devoting many resources to completing the Project "Preserving and promoting typical cultural values ​​of the Tay ethnic group in Binh Lieu to serve the development of community tourism until 2025, with a vision to 2030"; completing the outline of the Project "Preserving and promoting the cultural values ​​of the Dao people associated with the development of community tourism in Song Mooc village, Dong Van commune, period 2022-2025, with a vision to 2030", the Project "Preserving and promoting the cultural values ​​of the San Chi people associated with the development of community tourism in Luc Ngu village, Huc Dong commune, period 2022-2025, with a vision to 2030"; build the book "Learning Tay language in Binh Lieu"... thereby, building it into a "living museum" in the ethnic community.

In addition to restoring and maintaining unique festivals of ethnic minorities such as Luc Na Communal House Festival of the Tay ethnic group, Soong Co festival of the San Chi ethnic group, and Wind Abstinence festival of the Dao Thanh Phan ethnic group, the district also focuses on organizing new tourism activities based on the cultural identity of ethnic groups such as: So flower festival, Golden season festival, Cultural - Sports festival of ethnic groups in Binh Lieu district, etc. These activities have introduced the beauty of traditional culture and customs of ethnic groups in the district to tourists, creating unique and attractive tourism products.

Identifying culture as the origin of the nation, in recent times, localities have paid special attention to cultural education for students in the area, thereby strengthening the pride of the young generation in good human values, historical values; building the right emotions and ideals, contributing to building a better life for themselves, their families and society... For example, in Ba Che district, in addition to teaching the history of the district Party Committee, Ba Che has compiled and published educational materials on traditions and history of Ba Che district for primary and secondary schools. For preschool level, the district also organizes the integration of local cultural education through activities such as: Developing "Ethnic language and culture", "Tet in my hometown", "I am a soldier"... High school students can participate in highland markets, Stem activities to learn about the culture, costumes and traditional cuisine of ethnic groups.

Ba Che district has also restored and opened 12 classes to teach intangible cultural heritage to 320 people on the following subjects: Teaching folk songs, folk dances, and embroidery of the Dao ethnic group; singing with the San Chay ethnic group; singing with the Tinh lute of the Tay ethnic group... At the same time, clubs for singing with the Dao ethnic group, singing with the opposite instruments, singing with the Tinh lute, and brocade embroidery have been established with more than 230 participants. In particular, some typical rituals of the Dao people such as fire dancing, turtle dancing, ancient folk songs, and folk dances are being gradually restored. Depending on each grade level, students in the district are able to participate in clubs to learn about history, preserve, and build cultural identity.

With the view that big changes will start from small things", the cultural beauty of Quang Ninh will continue to be preserved, maintained, and effectively promoted, contributing to promoting tourism potential and improving people's lives.
