Many positive socio-economic results
Mr. Pham Minh Thien - Director of the Department of Finance said that the province's GRDP in the first quarter reached VND 10,624 billion, an increase of 8.1% over the same period in 2024 and 0.11 percentage points higher than the proposed growth scenario. State budget revenue in the first 3 months of the year is estimated at VND 2,519.5 billion, reaching 36.68% of the year's estimate, up 6.34%. Mobilized development investment capital implemented in the area is estimated at VND 4,433.7 billion, up 10.68% over the same period in 2024.
The province has assigned detailed plans for public investment capital and capital to implement national target programs in 2025 according to the Prime Minister's decisions. The total capital for basic construction investment under the state budget capital plan managed by the locality in 2025 is VND 6,802.43 billion; disbursement by March 31 is estimated at 8.44% of the plan; compared to the same period in 2024, disbursement increased by 44.6%.
Currently, the capital plan is being directed by sectors and localities, quickly resolving difficulties and problems, especially site clearance, construction design and cost estimates, speeding up the implementation progress to achieve the proposed capital plan.
Also in the first quarter, agricultural production was well organized; industry continued to grow well, the production index of the entire industry increased by 15.23%. There were 2 new industrial production projects put into operation (the project of a factory producing and processing garments and textile products - Fuhua Garment Company Limited with an investment capital of 13.5 million USD; the project of producing medical equipment - Benovas Medical Equipment Joint Stock Company with an investment capital of 282 billion VND).
Total retail sales of goods and consumer service revenue reached VND20,221 billion, up 25.43%. Exports were estimated at USD285.5 million, up 16.98%. Total tourist arrivals to Vinh Long were estimated at 560,966, up 31%; tourism revenue was estimated at VND306 billion, up 45%.
According to Mr. Pham Minh Thien, during the quarter, the province actively implemented tasks and solutions to support and remove difficulties for businesses; restore the economy and improve the business environment. Notably, the province organized a conference to meet businesses in industrial parks. Thereby, it recorded the reflections and recommendations for all levels and sectors to focus on removing and promptly resolving problems for businesses, contributing to unlocking resources and improving production and business efficiency...
Prioritize promoting growth
According to the People's Committee of Mang Thit district, the district is urgently speeding up the disbursement of public investment capital. In particular, DT907 through 3 communes of the district has completed the approval of land use planning adjustment; has applied prices and is in the listing stage... urgently taking the next steps to speed up the implementation and disbursement of this project. According to the People's Committee of Tra On district, by the end of March, the district had disbursed 17.94%. Regarding the handover and bidding organization... it is expected that 14/15 projects will be completed by mid-April; the site will be handed over in early May.
The year 2025 is of special importance, a year that requires high determination, acceleration, and breakthroughs to complete the goals and targets of the 2020-2025 term, focusing on organizing Party congresses at all levels towards the 14th National Congress of the Party, creating a foundation for implementing the socio-economic development plan for the 2026-2030 period.

Mr. Dang Van Chinh - Standing Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee noted that in the second quarter, it is necessary to focus on mobilizing maximum resources and prioritize the implementation of the goal of promoting growth to achieve the growth scenario of the quarter of 8%.
Accordingly, continue to focus on removing difficulties for businesses and investors, actively support projects being implemented to accelerate the progress of putting them into operation, creating new growth momentum for the economy. In addition, closely monitor market developments, make timely forecasts to proactively take appropriate solutions, adapt flexibly and effectively to fluctuations, especially in the export market.
Increase access to credit capital for enterprises, focus credit capital on production, economic recovery, and export. At the same time, resolutely implement tasks and solutions to accelerate the implementation and disbursement of public investment capital plans; resolutely focus on site clearance and design and construction to implement new projects, especially projects in the transport sector and projects using ODA capital.
| The Provincial People's Committee requests all levels and sectors to strive to overcome difficulties and take more drastic actions to successfully complete the Party and State's policies in implementing the task of restructuring and streamlining the apparatus and implementing socio-economic development tasks.
