The SIPAS 2024 results have recognized the great efforts of local authorities at all levels in implementing solutions to improve the quality of service to the people.

On the morning of April 6, the Government held a regular Government meeting in March 2025 and an online conference between the Government and localities to assess the socio -economic development situation in March and the first quarter of 2025; the allocation and disbursement of public investment capital, the implementation of 3 National Target Programs; the direction and administration of the Government and the Prime Minister in March and the first quarter of 2025; the report on the People's Satisfaction Index for the services of state administrative agencies in 2024 and the report on the Administrative Reform Index of the People's Committees of provinces and centrally run cities.

The conference assessed that in March and the first quarter of 2025, the world situation continued to evolve rapidly, very complicatedly and unpredictably. The Party Central Committee, directly and regularly the Politburo and the Secretariat, headed by General Secretary To Lam, provided comprehensive and timely leadership; the National Assembly coordinated closely and effectively and the entire political system took part; along with the consensus and active participation of the people and the business community; the Government, the Prime Minister, ministries, branches and localities focused and determinedly directed, operated and responded flexibly and promptly to urgent issues that arose.

Thanks to that, the socio-economic situation in March and the first quarter of 2025 achieved many important and positive results, better than the previous month and the same period last year; affirming the determination to strive to complete at the highest level the goals and targets of the socio-economic development plan for 2025.

The macro economy is basically stable, inflation is under control, growth is promoted, and major balances of the economy are ensured. Gross domestic product (GDP) in the first quarter increased by 6.85% over the same period last year, exceeding the scenario set out in Resolution No. 01/NQ-CP, the highest increase since 2020 and continuing to be in the group of economies with the highest growth in the world.

The average consumer price index (CPI) in the first quarter increased by 3.13% over the same period. The monetary market was basically stable; interest rates remained low, domestic foreign currency demand was met, ensuring the safety of the banking system. State budget revenue in the first quarter reached 36.7% of the annual estimate, up 29.3% over the same period. Public debt, government debt, and national foreign debt were well controlled.

Import-export turnover, export, import in the first quarter increased by 13.7%, 10.6%, 17% respectively over the same period; trade surplus is estimated at 3.16 billion USD. In the first quarter, disbursement of public investment capital reached 9.53% of the plan; total investment capital implemented in the whole society increased by 8.3%, 2.8% higher than the same period in 2024.

Major sectors and fields of the economy maintained positive growth momentum. Total registered foreign direct investment (FDI) reached nearly 11 billion USD, up 34.7% over the same period, and realized FDI reached nearly 5 billion USD, up 7.2%.

Many international organizations continue to positively evaluate the results of the direction and administration of the Government and the Prime Minister and have optimistic forecasts for our country's economic growth in the coming time.

Social security work is focused on and effectively implemented by all levels, sectors and localities. Cultural, social and information and propaganda fields continue to be promoted.

The work of building laws, perfecting institutions, reviewing and amending the Constitution, and streamlining the apparatus at the central and local levels has been carried out resolutely, ensuring progress and quality under the direction of the Central Committee, the Politburo, and the National Assembly.

National defense, security, independence and sovereignty are maintained; political security and social order and safety are ensured. Foreign affairs and economic diplomacy, especially high-level foreign affairs activities of Party and State leaders, continue to be promoted, proactively and positively, achieving many practical results...

However, besides the basic achievements, our country still faces many difficulties and challenges.

Therefore, in the coming time, members of the Government, ministries, branches, and authorities at all levels must not be subjective or satisfied with the initial results achieved; but also must not be pessimistic or fearful if the situation continues to develop more complicatedly, with more difficulties and challenges; take full advantage of opportunities and advantages, quickly remove arising difficulties and obstacles, strive to overcome challenges to achieve the highest and best results, strive to achieve and exceed the goals and targets in 2025, especially the growth target.

At the conference, delegates listened to reports and announced the results and rankings of the People's Satisfaction Index with State Administrative Services (SIPAS) in 2024 and the Public Administration Reform Index (PAR Index) in 2024 of the People's Committees of provinces and centrally run cities.

Of which, the SIPAS Index result in 2024 reached an average of 83.94%, an increase of 1.28% compared to 2023; the 5 provinces and cities with the highest SIPAS 2024 results are Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, Ba Ria-Vung Tau; the 5 provinces with the lowest are Bac Kan, Lang Son, Quang Nam, An Giang and Quang Ngai.

The SIPAS 2024 results have recorded great efforts by local authorities at all levels in implementing solutions to improve the quality of service to the people. People and society are gradually paying more attention, supporting, monitoring, and giving more positive feedback to state agencies to jointly build a service-oriented, people-centered administration, improving people's satisfaction.

Along with that, the PAR Index in 2024 of provinces and cities continues to maintain positive growth, with the highest average value ever, reaching 88.37%, 1.39% higher than in 2023.

This is also the second consecutive time that 63/63 localities have achieved an Administrative Reform Index result of over 80%. Of which, 53/63 localities have an increased PAR Index compared to 2023. However, there are still 9 localities with a decrease in the index, but the decrease is not significant.
