By the end of 2024, Lac Thuy district had 215 enterprises with a registered capital of VND 1,880 billion. Most of the enterprises were small and micro-sized, registered to operate mainly in the fields of construction and installation, construction materials production, mineral exploitation, trade and services. Implementing Directive No. 38-CT/TU, dated October 29, 2014 of the Provincial Party Standing Committee on strengthening leadership in Party building and mass organizations in non-state enterprises (NPEs) in Hoa Binh province, in recent years, Party building and mass organizations in NPEs in Lac Thuy district have made many improvements.
At the end of 2024, the Party Committee of Phu Thanh commune (Lac Thuy) established a grassroots party organization in a non-state enterprise.
First, the district has strengthened the dissemination and propaganda of the Party and State's viewpoints, guidelines and policies on Party building and mass organizations in state-owned enterprises. At the same time, the leaders of mass organizations have closely followed the grassroots, propagated, mobilized and educated to improve political awareness, professional qualifications and skills for workers; developed union members and association members; established party organizations and mass organizations suitable to the characteristics and situation of each enterprise. The district Party Committee has organized surveys to grasp the current situation of enterprises, and organized meetings and contacts with business leaders, especially enterprises with prospects for establishing party organizations and mass organizations. Through propaganda, dissemination and thorough understanding of the Party's guidelines and policies, the State's policies and laws on Party building and mass organizations in state-owned enterprises, unity has been created in the organization and implementation work.
Talking to us, comrade Nguyen Thanh Long, Head of the District Party Committee's Organization Board, said: Party committees at all levels have identified the development of party members in general and the development of party members in state-owned enterprises in particular as an important task, so the Standing Committee of the District Party Committee has proposed many solutions to implement in order to propagate and educate to raise awareness of party committees, cadres and party members about the position, significance and importance of the work of creating sources, training and recruiting outstanding people into the Party who are union members, business owners and workers in economic sectors. The Steering Committee for Party Building and mass organizations in state-owned enterprises in the district have worked with enterprises to grasp their thoughts and aspirations, contact, mobilize and create consensus on establishing party organizations and mass organizations in companies when conditions are met. Direct the Party Committee of the commune or town where the enterprise has its headquarters to assign Party Committee members and experienced and prestigious Party members to coordinate with organizations in the enterprise to discover, train, and create sources for Party members. In 2024, the entire district admitted 205 Party members, including 7 Party members in State-owned enterprises, and established 2 Party organizations in this area.
The development of mass organizations is also focused on. Currently, Lac Thuy district has 71 grassroots trade unions with 3,214 union members. Of which, there are 19 grassroots trade unions in state-owned enterprises with 1,164 members and 1 grassroots trade union with 14 union members. In 2024 alone, the district established 1 grassroots trade union in state-owned enterprises with 9 union members and 1 trade union with 10 union members. The trade unions have closely followed the Party's guidelines and policies, the State's policies and laws in developing propaganda programs and plans, mobilizing union members and workers in enterprises; focusing on propaganda work to raise political awareness for workers. Thereby, helping workers have the opportunity to learn about the Party's and State's policies and guidelines; preventing workers from violating the law. Every year, 100% of trade union organizations in enterprises achieve a good grade or higher.
In addition, the Youth Union organizations in enterprises have promptly grasped the ideological situation and recommendations of union members to propose to business owners for consideration and resolution. At the same time, they have proactively proposed to enterprises the contents of the organization's activities, taking care of union members, members and young workers. Currently, there are 3 youth union organizations in state-owned enterprises in the district with a total of 70 union members.
Attention has been paid to the training, fostering and improvement of the quality of cadres working in the Party and mass organizations in the state-owned enterprises. In 2024, the Lac Thuy District Political Center coordinated with advisory agencies to assist the District Party Committee, the Fatherland Front and socio-political organizations in the district to open 33 classes with 1,999 students. Of which, there were 10 secretaries, deputy secretaries and committee members; 63 union members, and 10 union members working in the Party and mass organizations in the state-owned enterprises.
In general, the quality of party members, union members, and association members in state-owned enterprises has been improved. Most party members have strong political will, comply with the Party's guidelines and policies, the State's policies and laws, and comply with the internal rules and regulations of the enterprise and the locality where they reside. Most party members in enterprises have high professional qualifications, are the core leaders, and boldly seek new ways of doing things, bringing economic efficiency to the company and enterprise, contributing to promoting the socio-economic development of the district.
