Provincial People's Committee works with the delegation of the Ministry of Industry and Trade

On December 6, the Provincial People's Committee worked with the working delegation of the Ministry of Industry and Trade on coal production and trading activities in the province. Working with the working delegation were Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, and representatives of relevant departments and branches.

In 2024, in Quang Ninh province, there are 45 coal mining projects that have completed investment procedures and are organizing exploitation. In recent times, the province's functional departments have coordinated well with the Coal industry, proactively guiding enterprises to comply with the provisions of the law on minerals; propagating and thoroughly raising people's awareness of this work, thereby actively participating in monitoring, detecting and denouncing violations.

The Provincial Party Committee, Provincial People's Committee, TKV and Dong Bac Corporation have also drastically implemented many synchronous solutions to manage coal production and business activities in the province such as: Issuing many documents directing to strengthen management of coal production and business activities; proactively solving and removing difficulties and obstacles related to coal production and business activities; proactively building and supplementing regulations on coordination with local authorities in protecting security, order, and mine boundary resources; stepping up inspection and handling of violations according to the provisions of law.

In order for coal management and production and trading activities in the area to take place smoothly, Quang Ninh province requests the Ministry of Industry and Trade to issue additional standards on mining techniques and technologies; promptly issue regulations and standards to determine the level of subsidence of the terrain surface caused by the impact of underground mining as a basis for localities to use land for socio-economic development; the Ministry of Natural Resources and Environment continues to direct and guide the Coal industry to promptly prepare and submit the Mine Closure Project according to regulations; speed up the progress of resolving, approving projects and deciding to close mines in areas where coal mining has ended so that enterprises have a basis to fulfill their obligations to close, renovate and restore the environment.

The working delegation of the Ministry of Industry and Trade highly appreciated the efforts of Quang Ninh province in managing coal production and trading activities in the area. At the same time, it requested Quang Ninh to continue to strengthen the review, update and adjustment of relevant local plans according to regulations, ensuring maximum mobilization of resources to develop the coal industry according to the national energy master plan approved by the Prime Minister; organize the management and protection of unexploited coal resources according to the provisions of the law on minerals; strengthen proactive management of coal resources when implementing socio-economic development projects. Regarding the recommendations of Quang Ninh province, the working delegation will synthesize and report to the Government to have a plan to solve related issues. The working delegation also pointed out a number of shortcomings in coal production and trading activities, requesting the province to overcome them.

Comrade Trinh Duc Duy, Deputy Director of the Department of Oil, Gas and Coal (Ministry of Industry and Trade), head of the working delegation, spoke at the working session.

Speaking at the meeting, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, seriously accepted the delegation's comments on the situation of coal production and trading activities in Quang Ninh province. In the coming time, Quang Ninh province will continue to strengthen the management and control of illegal coal mining, transportation, trading and consumption; promote coordination in the implementation of resource management, mine boundaries and management of ports, coal transport routes, etc. to create conditions for the coal industry to stabilize production and grow.
