Provincial People's Committee meets to collect opinions on draft 10 submissions

4 draft reports submitted by the Provincial People's Committee to the Provincial People's Council for consideration and issuance of resolutions, including: Adjusting and supplementing a number of contents of the Training Cooperation Project between Dien Bien province and the provinces of Northern Laos, period 2021-2025, orientation to 2030 issued together with Resolution No. 128/NQ-HDND dated December 9, 2022 of the Provincial People's Council; Regulations on the List of revenues and collection levels, revenue and expenditure management mechanisms for educational support services of public educational institutions in Dien Bien province; Regulations on state budget expenditure norms, a number of support contents, dossier templates, procedures, criteria for selecting projects, plans, and production options in activities supporting the development of production linked to the value chain and the community under the National Target Program for the period 2021 - 2025, in Dien Bien province; Measures to ensure grassroots democracy in Dien Bien province.

6 other submissions were submitted by the Departments of Culture, Sports and Tourism; Finance; Justice; Information and Communications to the Provincial People's Committee for decision.

Chairman of the Provincial People's Committee Le Thanh Do clarified some contents under his authority.

At the meeting, delegates basically agreed with the necessity of the reports. One opinion suggested supplementing and amending some details and prescribed norms to ensure compliance with practical requirements. In particular, the main focus was on reports related to new spending levels in educational activities, support activities under the National Target Program, and measures to ensure grassroots democracy.

Regarding the submission on the Regulation on the List of Revenues and Collection Levels, the revenue and expenditure management mechanism for educational support services of public educational institutions in the area, some opinions suggested the need to direct, guide, urge, inspect, and supervise the activities and authority of the parent-teacher representative board; consider adjusting the management services for children and students participating in extracurricular activities, field trips, mock exam services, etc. to be consistent with current regulations and people's income levels.

Comrade Giang Thi Hoa, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, gave her opinion at the meeting.

Due to the urgent need to ensure implementation in the coming school year, Chairman of the Provincial People's Committee Le Thanh Do requested the specialized sector to promptly organize social feedback, synthesize opinions, revise, supplement, and complete the content of the submission to the Provincial People's Committee before June 20.

In the submission on the Regulations on state budget expenditure norms, some support contents, application forms, procedures, criteria for selecting projects, plans, and production options in activities to support the development of production linkages along the value chain and the community under the National Target Program for the period 2021 - 2025, many opinions are concerned about keeping the expenditure level for a linkage support project at 3 billion VND, and for a community project at 1 billion VND.

The leader of the Department of Education and Training presented the content of the report on the field of education.

Regarding this content, Chairman of the Provincial People's Committee Le Thanh Do explained and clarified a number of contents, and agreed to keep the expenditure level according to the draft submission, ensuring that it is consistent with the general level in the locality. The general spirit is to give top priority to joint projects, the second is to support the community. During the implementation process, localities focus on their strengths to focus on support resources. How to use resources most effectively, creating livelihoods and long-term jobs for people. For specific support projects with expenditure levels higher than the regulations, the Provincial People's Committee will consider, adjust and raise the appropriate level.

Regarding other contents, taking note of the delegates' opinions, Chairman of the Provincial People's Committee Le Thanh Do responded and clarified a number of issues within his authority. At the same time, he requested relevant departments and branches to absorb, synthesize, and promptly complete the content of the draft submission to the Provincial People's Committee for consideration, before submitting it to the People's Council for approval at the next session.
