Speaking at the Conference, Comrade Nguyen Huu Dong, Member of the Party Central Committee, Secretary of the Son La Provincial Party Committee expressed his joy at being chosen by the Central Inspection Commission as the venue to hold the Conference on inspection and supervision work in the first quarter of 2024 for units under the Department of Area II, Central Inspection Commission . He said that Son La is a northwestern border province of the country with a natural area of 14,109 ^km2 ( the third largest in the country ) , with more than 274 km of border adjacent to 02 provinces of Hua Phan, Luang Prabang of the Lao People's Democratic Republic; has 1 district , 01 city; 204 communes, wards, towns; 2,248 villages, sub-areas, residential groups; population of over 1.3 million people, with a diverse, rich culture and strong national identity, is a place where 12 ethnic groups have long lived .

According to the report at the Conference, the Central Inspection Committee assigned the Department of Localities II to monitor 23 units including 07 provincial Party Committees and 16 units, including 02 Party Committees, 04 Party Executive Committees, 08 Party Committees and 02 Party Delegations directly under the Central Committee.

With the attention, leadership, direction and guidance of the Central Inspection Commission and Party committees at all levels, Party Executive Committees, Party Delegations, and Party Committees, the inspection and supervision work in units has been quite proactive in developing and implementing programs and work plans for 2024, contributing to the effective implementation of political goals and tasks, Party building work, socio-economic development, and maintaining political stability in localities and units.

Department of Locality II, the Central Inspection Commission has closely followed the situation, proactively advised the Central Inspection Commission to develop and implement the inspection and supervision program for 2024 from December 2023; advised and proposed to develop the inspection program framework of the Politburo and the Secretariat in 2024; propagated, disseminated and thoroughly grasped the Party's regulations related to inspection and supervision work and the inspection and supervision program for 2024 of Department of Locality II to assigned units for monitoring to organize synchronous and effective implementation.

In the first quarter of 2024, Department of Localities II is implementing 02 inspections when there are signs of violations against 02 Party organizations; 01 inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party; inspecting Party finances with the Standing Committee of the Provincial Party Committee and the declaration of assets and incomes of the Standing Committee members of the Provincial Party Committee; advising and proposing to the Central Inspection Commission to handle 15 petitions, recommendations, reflections, denunciations and complaints; advising the Central Inspection Commission to consider and propose disciplinary action in the form of expulsion from the Party for 03 Centrally managed cadres in Vinh Phuc province; advising on the appraisal of additional personnel for the Party Committee and the Lai Chau Provincial Party Committee's Inspection Commission for 06 comrades; planning cadres under Central management in Quang Ninh and Phu Tho provinces; appointing 01 comrade to the Central Propaganda Department; High-level commendation for 01 individual in Son La province, 01 collective and 01 individual in Quang Ninh province...

Department of Locality II regularly urges units to implement the conclusions and directives of the Central Inspection Commission. Up to now, the units have basically implemented and reported the results of the implementation of the Inspection and Supervision Conclusions to the Central Inspection Commission. However, there are still some units that are slow in implementing, especially the implementation of the Central Inspection Commission's direction on inspecting the implementation of projects and bidding packages implemented by AIC International Technology Joint Stock Company and the AIC ecosystem; 01 unit is being inspected due to not strictly following the direction of the Central Inspection Commission. There are 10 units that the Central Inspection Commission assigned to conduct self-inspections; up to now, 07/10 units have completed the implementation, announced the conclusions and reported the results of handling violating organizations and individuals to the Central Inspection Commission; 03 units have not yet completed the implementation. Of which, 02 units have not yet concluded, considered, or disciplined the violating organization or individual; 01 unit has concluded but has not yet considered or disciplined the organization or individual.

According to the report, 23 units under the scope of the Department of Localities II have basically developed and issued the Inspection and Supervision Program for 2024; strictly implemented the conclusions and directives of the Central Inspection Commission, seriously and systematically invited cadres to monitor the area to attend meetings of the Standing Committee, Party Executive Committee, Party Executive Committee, Party Delegation, and coordinated well with the Department of Localities II in performing the tasks of inspection, supervision and enforcement of Party discipline...

However, some units have not seriously submitted reports as prescribed; reports are incomplete or not on time; some units have not regularly invited local monitoring officers to attend meetings, not properly implemented, affecting the results of performing regular monitoring tasks; 03 units have not issued a program and plan to lead the inspection work in 2024; 04 units are slow to issue a program and plan for inspection and supervision in 2024; 08 units in the first quarter have not been proactive and active in implementing inspections and supervisions; 01 unit has not completed the inspection and conclusion of violations related to projects/bid packages implemented by AIC; 02 units have not considered the responsibility and disciplined the party organization and party members who have committed violations related to the implementation of projects/bid packages implemented by AIC. Some units have not seriously implemented the information and reporting regime as prescribed; Incomplete or untimely reports; some units have not properly implemented regulations on inviting local monitoring staff to attend meetings and have been slow in completing and supplementing the Inspection Committee...

Concluding the Conference, Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, highly appreciated the seriousness and openness of localities and units under the Department of Localities II in carrying out inspection and supervision work; requested localities and units to seriously acknowledge the existing problems, limitations and shortcomings to overcome them in the coming time.

Regarding the direction and tasks in the second quarter of 2024, he requested that localities and units proactively overcome the shortcomings and limitations mentioned in the first quarter of 2024, and implement them with quality and efficiency in accordance with the issued inspection and supervision work program; strictly comply with regulations on performing regular supervision tasks, reporting regimes, meeting invitations, and sending documents as prescribed. Focus on, proactively detect, and promptly inspect party organizations and party members when there are signs of violations in areas prone to corruption and negativity, prominent and pressing issues in society, internal disunity, and public concern, especially signs of ideological, moral, and lifestyle degradation, "self-evolution, self-transformation", loss of concentration and internal democracy, violations in specialized fields, and closed-off activities.
