On February 28, the Ho Chi Minh City Department of Education and Training requested schools to report specific statistics on the situation of teachers and workers. From there, the Department of Education and Training will have a basis to consider allocating the number of employees in 2024 to public service units under its management to recruit teachers and complete the database to serve the digital transformation work.
The Department of Education and Training requests that schools report on specific personnel: Current number of teachers, civil servants and employees; Demand for civil servants and employees for the 2024-2025 school year; Number of retired civil servants and employees (from January 1, 2024 to May 31, 2025), termination of employment contracts and termination of labor contracts (from January 1, 2024 to March 1, 2024).
To have a basis for considering the allocation of the number of employees, Mr. Tong Phuoc Loc, Head of the Department of Personnel Organization of the Department of Education and Training, instructed the school to use the following legal documents to calculate the human resource needs: Decree No. 106 of the Government on job positions and the number of employees in public service units; Circular No. 19 of the Ministry of Education and Training providing guidance on job positions, the structure of civil servants according to professional titles and the number of employees in public preschools; Circular No. 20 of the Ministry of Education and Training providing guidance on job positions, the structure of civil servants according to professional titles and the number of employees in public general education institutions and specialized schools.
The recruitment of teachers for the 2023-2024 school year of the Ho Chi Minh City Department of Education and Training will take place in June 2023.
According to Mr. Loc, the personnel review is carried out on the basis of Circular 20 issued by the Ministry of Education and Training on October 30, 2023 (replacing Circular 16 of 2017 on the list of job position frameworks).
The biggest change in school job positions is the addition of teaching and student counseling positions. Previously, according to the old regulations, schools were only allocated teaching positions if they belonged to one of two types: schools for children with disabilities or ethnic boarding schools. When applying the new regulations, all types of schools have teaching positions.
Similarly, for the position of student counselor, from the first semester of the 2023-2024 school year onwards, schools must assign part-time teachers or short-term contracts with psychological counselors. However, when applying the new job position list, schools will now officially be able to recruit student counselor positions.
In addition, if previously schools recruited medical staff in the form of civil servants, when implementing the new regulations, they will switch to signing labor contracts for support and service positions in general schools.
