Receiving recommendations from voters and people across the province regarding the collection and treatment of domestic solid waste, the People's Committee of Quang Ninh province has directed relevant agencies to coordinate with local authorities to review and develop a plan for step-by-step implementation.
Voters and people in the province sent to the 20th session of the 14th Provincial People's Council, term 2021-2026 (taking place in August 2024) a petition that the province needs to increase attention and direct departments, branches, and localities to review and allocate resources to invest in infrastructure, facilities, and carry out waste collection and treatment according to regulations. Because the Provincial People's Committee has specific guidelines and policies to encourage the classification of household waste, and the collection and treatment of solid waste. However, in reality, the resources to carry out this work are limited.
Receiving this petition, the Provincial People's Committee has directed the Department of Natural Resources and Environment to preside over and coordinate with the Department of Planning and Investment and the People's Committees of localities to review all related contents. Including: Waste classification at source; collection, gathering, transportation of household waste; investment in construction and operation of solid waste treatment areas... In fact, the whole province is gradually implementing the collection and treatment of solid waste. Specifically, the province has allocated capital, promoted investment, attracted investors to participate in solid waste treatment services, and gradually reduced the landfill rate. Up to now, the province has invested in and operated 19 incinerators at 17 solid waste treatment facilities. The total design capacity of the incinerators is 663.2 tons of waste/day and night.
In addition, the province has invested in the construction and is operating 5 landfills for domestic solid waste with a scale of less than 10 hectares at the following locations: Vu Oai Commune (Ha Long City), Mong Duong Ward (Cam Pha City), Vo Ngai Commune (Binh Lieu District), Tien Lang Commune (Tien Yen District), Dong Tien Commune (Co To District). The total designed capacity of the landfills is 750 tons/day and night. A solid waste treatment complex in Dong Hai Commune (Tien Yen District) is under construction, expected to reach a capacity of 400 tons of waste/day, with a scope of receiving all districts of Tien Yen, Ba Che, Dam Ha, Binh Lieu.
Regarding collection points and means of transport, the Provincial People's Committee has directed and urged localities to implement land use planning, plans, general construction planning, etc. to create conditions for planning and constructing waste collection points that ensure technical standards for environmental protection. The whole province has currently arranged 884 collection points for domestic solid waste before transporting it to the treatment area. Some localities such as Ba Che, Cam Pha, Uong Bi, Co To, etc. have allocated resources from the state budget to build collection points and transfer stations for domestic solid waste that ensure technical requirements for environmental protection. The goal is to gradually eliminate collection points that do not ensure environmental hygiene.
In 2024, the estimated expenditure for the collection, transportation and treatment of domestic solid waste in 13/13 localities will reach about 860 billion VND. When the classification of domestic solid waste is implemented synchronously in the province, localities will set requirements on meeting technical requirements on environmental protection of vehicles and equipment; treatment technology to ensure the ability to collect and transport different types of waste after classification. In particular, collection and transportation units are required to install tracking devices to monitor vehicles transporting domestic solid waste... thoroughly implemented right from the bidding and service ordering steps.
In the coming time, in order to promote the management of domestic solid waste in the province, the Provincial People's Committee will continue to direct localities and departments and branches to coordinate in reviewing and arranging resources to invest in infrastructure and facilities so that waste collection is gradually implemented in accordance with the provisions of the law on environmental protection. At the same time, mobilize people to participate in classifying waste at households, expanding models such as recycling and reusing plastic and organic waste... Ensure implementation in accordance with the direction of the Provincial Party Committee in Resolution No. 10-NQ/TU dated September 26, 2022 "On strengthening the leadership of the Party in resource management, environmental protection, disaster prevention and mitigation, response to climate change, ensuring water security in the period 2022-2030".
From April 2024, Van Don district launched a program to reduce plastic waste in 5 island communes in the area, aiming to contribute to reducing environmental pollution, protecting the ecosystem and developing green and sustainable tourism. Specifically, by mobilizing people and tourists to the 5 island communes of Quan Lan, Minh Chau, Ngoc Vung, Thang Loi and Ban Sen to leave plastic waste (bottles, cups, plastic bags) right at the ports. Replacement items include cups, straws, and take-away bowls made of paper, all prepared by the locality. Van Don has set out a roadmap to strive to reduce 50% of plastic waste by 2025 and to have no plastic waste in the island communes by 2030. |
