Having directly handled many cases of fraud on the internet, Captain Le The Van felt indignant when he saw many people being scammed out of huge sums of money due to lack of knowledge and greed.

Captain Le The Van (born in 1989) is currently working at Department 3, Department of Cyber ​​Security and High-Tech Crime Prevention, Ministry of Public Security. Recently, he became one of 20 nominees for the Outstanding Young Vietnamese Faces Award 2023. "This is a great source of motivation and encouragement for me to continue to try harder in my work," said Mr. Van. Because of his love for Information Technology, after graduating from high school, Mr. Van chose to study at Hanoi University of Science and Technology. Here, he was exposed to knowledge revolving around the fields of cryptography and information security. "The more I studied, the more I loved and wanted to delve deeper into this field," Mr. Van recalled. Graduating from university at the time when the Ministry of Public Security was recruiting officers in the Cyber ​​Security sector, Mr. Van was determined to apply. Passing the rigorous rounds of exams, the former student of Bach Khoa was admitted and became a second lieutenant specializing in Cyber ​​Security. Working in his favorite field, in line with his expertise, Mr. Van worked enthusiastically. However, the first time in his new role was also full of challenges for him. According to him, this is a field that requires a deep understanding of technology and techniques and the courage to investigate and deal with increasingly sophisticated tricks of the subjects. Through that, police officers can come up with appropriate solutions. "I was fortunate to receive dedicated guidance from leaders and colleagues, thanks to which I was able to learn and develop my abilities. When receiving a task, I always maintain a serious attitude, focusing all my efforts to achieve the highest efficiency." At the unit, Mr. Van is directly involved in monitoring the situation of propaganda activities that sabotage ideology, sabotage internal affairs; incite protests, disrupt security and order, and violate the law in cyberspace. He has many times directly participated in the fight against subjects who take advantage of cyberspace to infringe upon the interests of individuals and organizations. Captain Le The Van commented that the subjects of fraud in cyberspace today are extremely diverse. They may be in Vietnam, but recently they have shifted their activities abroad, using tricks such as hiring Vietnamese people to go abroad to commit acts of fraud against people in the country. This makes it very difficult for the investigation agency to handle because it requires coordination with the law enforcement agencies of other countries or international organizations. “Among the forms of fraud, the most common are those that prey on people’s greed or fear of getting involved with the law. For example, they impersonate police officers, prosecutors, or people with positions and authority to lure victims into transferring money. After receiving the money, they immediately transfer the money to other accounts or use it to buy virtual currency to make it difficult for the police to track them down.” In addition, there are people who create fake accounts, using other people’s information and images to trick their acquaintances. There are also people who make money online, attracting people’s attention by spreading fake news, increasing interactions on social media channels, etc. Captain Le The Van assessed that, although the purpose is for personal gain, these things have a huge impact, causing people to misunderstand the guidelines and policies of the Party and State. Having handled many cases related to cyber security, but every time he witnessed people being scammed by high-tech criminals, who took large amounts of money with different scams, Mr. Van felt sad and indignant. “Many people were scammed out of huge sums of money just because of their lack of knowledge and greed. It was even money for medical treatment, pensions or savings they had saved their whole lives.” Mr. Van recalled that there were also cases where the victims were underage girls who did not have enough knowledge and experience to deal with online scammers, causing them to have psychological problems and affecting their health. “Indeed, social networks are developing rapidly today. This creates both positive and negative effects for users. If young people do not have the courage, seriously equip themselves with knowledge and have the right attitude, they will be easily lured by bad people on social networks, forming a distorted mindset,” said Captain Le The Van. With his contributions to the field of cyber security, in 2023, Captain Le The Van received a certificate of merit from the Prime Minister for his achievements in combat and combat service contributing to the cause of building socialism and defending the Fatherland. He was also an Emulation Fighter of the entire People's Public Security Force in 2023 and a grassroots Emulation Fighter for 3 consecutive years. In 2022-2023, he received 4 certificates of merit from the Minister of Public Security for his outstanding achievements in the fight against crime, contributing to protecting national security and ensuring social order and safety. Recently, he became one of 20 nominees for the Outstanding Young Vietnamese Faces Award 2023. This is an award presented by the Central Committee of the Ho Chi Minh Communist Youth Union to recognize and honor typical young people with outstanding achievements, creating a widespread influence in the community on their efforts and striving to excel in the fields of study, scientific research, physical education, sports, labor, production, and national defense...
