Preventing cybercrime
Unlike the image of a solemn police captain in his uniform when receiving the award, Le The Van is young, gentle and shy about talking about his achievements. He shared: "I personally feel extremely proud and honored to become one of the 10 "Outstanding Young Vietnamese Faces". The award is a great recognition from leaders at all levels and organizations for me personally as well as the youth union members in the Public Security Force. As an officer of the Department of Cyber Security and High-Tech Crime Prevention and Control, working in my favorite field, I always work with passion and excitement. When receiving a task, I try to focus on completing it in the best way, not thinking about doing it to receive an award. My achievements today are thanks to the dedicated guidance of leaders and the support of colleagues".
Simple and modest when talking about himself, but the achievements that Captain Le The Van and his teammates have achieved are truly admirable. Within 2 years (2022-2023), he directly advised 2 reports to the Prime Minister, the Standing Secretariat, 18 reports to the leaders of the Ministry of Public Security and more than 30 documents exchanged with the police of relevant units and localities on organizing the fight to prevent, dismantle, and neutralize the plot to use cyberspace to sabotage the Party and the State of hostile and reactionary forces. Research, analyze, evaluate, and provide forecast reports on the cyber security situation; advise on technical solutions to prevent the use of cyberspace to incite protests and cause disturbances, ensuring the security of the national information network system.
In addition, Captain Le The Van has directly participated in 8 projects to fight against subjects operating in cyberspace. Most notably, he and his teammates directly discovered and participated in the fight to destroy the largest personal data trading ring ever, recovering hundreds of millions of stolen data. Van shared that recently, many people are upset about the situation of personal information being stolen. The danger is that the data of the subjects buying, selling, and exchanging contains very detailed information about individuals, organizations, and businesses such as full name, date of birth, ID card number, address, phone number, bank account number (including balance), position, job position...

As the main detective in the project, using many professional measures combined with technology, Captain Le The Van verified and made a list of individuals and organizations related to this activity. One of the difficulties in solving cybercrimes is that the subjects are often in many localities with many components, sometimes seemingly unrelated to each other. From the fight against the two main subjects, the project expanded to urgently arrest 15 subjects, search 7 locations, temporarily detain 4 billion 50 million VND, 18 computers, 19 mobile phones, 13 hard drives, 24 online accounts (Facebook, Zalo, email)... From there, it was clarified that this group had illegally appropriated and used more than 1,237 Gb of data containing hundreds of millions of information about individuals and organizations. The police controlled more than 50 websites, fanpages, and Facebook accounts used by the subjects in the personal data trading activities.
Project after project
When directly participating in the project to fight against a group of subjects operating against the Party and the State, Captain Le The Van skillfully and creatively used many measures and plans to verify and fight against the subjects. In coordination with the police of Khanh Hoa and Dak Lak provinces, he arrested and prosecuted 5 subjects, disabled more than 50 online accounts used for activities that violate national security, prevented and disabled the use of the Internet to connect and direct activities aimed at overthrowing the people's government by exiled reactionary organizations. Participated in 6 projects to fight against subjects who used cyberspace to violate the rights and legitimate interests of individuals and organizations, and violate national security, criminally prosecuted 15 subjects, disabled 55 accounts and personal pages used for activities that violate national security...
The achievements are sometimes summarized in a few pages, but they are the result of many months of him and his teammates persistently fighting against criminals in cyberspace. Because of the fast and wide spread of information in cyberspace, the unit always has to arrange for 24/7 duty. He and his teammates have little concept of working office hours. During the work process, combat practice has given rise to many requirements to be creative and proactive with one's responsibilities.
Captain Le The Van shared that with the characteristics of anonymity in cyberspace, technology is increasingly developing, so cybercrime is also increasing and sophisticated, cunning in its tricks. Therefore, in order to expose and prevent it, each soldier must be a technology expert. Recently, cybercriminals have shifted their activities to foreign countries, using tricks to hire Vietnamese people to go abroad to commit fraud against people in the country. This causes many difficulties for the investigation agency when handling or requiring coordination with the law enforcement agencies of other countries. The network is virtual but the consequences are real. One of the motivations that made him determined to find the culprit was because he witnessed many people being scammed by high-tech subjects, taking large amounts of money. Even that was charity money donated for medical treatment, pension savings accumulated over a lifetime. Or, there are cases where the victims are underage girls, causing them to be psychologically stuck, affecting their mental health, easily leading to negative actions.
Not only directly participating in solving major cases, Captain Le The Van is also an official member participating in the research of 2 scientific topics at the State and Ministry levels. In addition, he is also one of the members who enthusiastically participate in the unit's movements such as donating blood, supporting the volunteer program "Sharing love" in Ha Giang, responding to maintain the activities "Green Sunday", "Border and island affection"... For him, these activities not only have great social significance but also contribute to reducing stress after long days of solving cases.
Happy with the job you love
For Captain Le The Van, the story of going from an information technology student at the University of Science and Technology to an excellent cybercrime-solving police officer was a coincidence. As the youngest of five siblings, with parents working in agriculture, Le The Van followed the example of his older siblings and studied hard since childhood. After graduating from university, he accidentally learned that the Ministry of Public Security was recruiting, Van applied and after many rounds of exams, he became an officer working in the field of cyber security.
Lieutenant Colonel Nguyen Tien Cuong, Deputy Head of Division 3, Department of Cyber Security and High-Tech Crime Prevention, expressed his trust and affection for his staff: "At work, Van is always a hard-working, enthusiastic, and responsible officer. Whenever assigned a task, Van works day and night, always worrying to complete it in the best way. With the nature of the job requiring a very high level of science and technology, Van always applies professional skills and sharp thinking in solving problems. There are very complicated cases, but Van researches and pieces together the facts to find the essence of the problem, contributing to the unit's efforts to solve major cases."
With his continuous efforts at work, Captain Le The Van was recognized by his leaders and colleagues with the title of "Emulation Fighter at the Base" continuously from 2020 to 2023; in 2023, he was honored to be awarded the title "Emulation Fighter of the entire Public Security Force" by the Ministry of Public Security. In addition, he also received a Certificate of Merit from the Prime Minister and the Minister of Public Security... However, he always kept in mind that his achievements were thanks to working in a united, close-knit group that always supported each other at work. The support from his family and his life partner who studied with him since university...
"As for me, I am happy to do the job that I love and am attached to. And, especially since I am still young, there is no reason not to complete the assigned tasks well" - Van sincerely. Just like that, Captain Le The Van continues to work with his teammates every day and every hour to silently contribute, fight against crime in a special, difficult field that requires perseverance and intelligence, contributing to protecting national security and peace for the people.
