The Supreme People's Procuracy has just completed the indictment to prosecute 8 defendants in the case of violations that occurred at the Education Publishing House for the crimes of Receiving bribes, Giving bribes and Violating bidding regulations causing serious consequences.

According to the accusation, from 2017 to 2021, Mr. Nguyen Duc Thai, Chairman of the Board of Directors, legal representative of Vietnam Education Publishing House, exchanged, negotiated, and agreed with Ms. To My Ngoc to create conditions for Phung Vinh Hung and CP Paper Joint Stock Companies, of which Ms. Ngoc is the Chairman of the Board of Directors, to win 13 bidding packages and printing paper procurement packages worth more than VND 2,156 billion.

From 2017 to 2020, Mr. Thai agreed with Mr. Nguyen Tri Minh, Director of Minh Cuong Phat Company, to let this company win 5 bidding packages, a package to purchase printing paper worth more than 209 billion VND. To receive bribes, in 2017, Mr. Thai directed his subordinates to commit violations of bidding regulations; creating conditions to put Phung Vinh Hung Company and Minh Cuong Phat Company on the short list of contractors to receive requests for quotations and request documents for procurement packages in 2018-2021.

As a result, Phung Vinh Hung Company and Minh Cuong Phat Company won the bid and Mr. Nguyen Duc Thai received more than 20 billion VND from Ms. To My Ngoc and 4.9 billion VND from Mr. Nguyen Tri Minh.

During the investigation, Mr. Nguyen Duc Thai admitted that he had received money from Ms. To My Ngoc and Mr. Nguyen Tri Minh, so he directed his subordinates to create conditions and help Phung Vinh Hung Company and Minh Cuong Phat Company win illegal bids to supply printing paper to the Education Publishing House.

The former Chairman of the Board of Directors of the Education Publishing House also admitted that the events of giving and receiving money and directing subordinates were consistent with the results of the investigation, experimental investigation and the statements of other defendants.

Regarding the leaders and officials of the Education Publishing House, including the defendants: Hoang Le Bach (former General Director); Le Hoang Hai (former Deputy General Director); Nguyen Thi Thanh Thuy (former Head of Marketing Planning Department); Pham Gia Thach (former Chief Accountant) and Dinh Quoc Khanh (former Deputy Head of Marketing Planning Department), they followed Mr. Thai's instructions and agreed to apply the shortened competitive bidding method to select a contractor to supply printing paper for the Education Publishing House in 2017, contrary to the law, and participated in the implementation and organization of bidding without ensuring fairness, publicity and transparency.

According to the indictment, in addition to the above-mentioned crimes, defendants Nguyen Thi Thanh Thuy and Dinh Quoc Khanh also disclosed information about request documents, colluded in bidding, and legalized bidding documents against regulations to help Phung Vinh Hung Company and Minh Cuong Phat Company win bid packages in 2017 against the provisions of the Bidding Law.

The actions of the defendants Nguyen Duc Thai, Hoang Le Bach, Le Hoang Hai, Nguyen Thi Thanh Thuy, Pham Gia Thach and Dinh Quoc Khanh caused damage to the Education Publishing House of more than 10 billion VND.

In which, Ms. To My Ngoc is jointly responsible for the amount of more than 6.5 billion VND, Mr. Nguyen Tri Minh is jointly responsible for the amount of more than 3.5 billion VND.

According to the Supreme People's Procuracy, the defendants confessed honestly, repented; remedied the consequences and the amount of illegal profits; actively cooperated with the investigation agency and had many achievements during their work.

Defendants Ngoc and Minh alone have remedied the entire damage of the case, which is more than 10 billion VND.
