Regarding the case of Hanoi University of Business and Technology being accused of illegally opening a second English language diploma class, Hai Ba Trung District Police have stepped in to investigate and clarify.

On the afternoon of March 27, speaking with PV Dan Viet , Associate Professor, Dr. Le Van Mot, Deputy Head of the Standing Committee of the Legal Inspectorate, Hanoi University of Business and Technology, said that from the 2020-2021 school year up to now, the school has not organized enrollment for training in the second degree in English Language and the Principal has not allowed to set up any second degree classes, nor has he signed a training cooperation contract with any unit outside the school.

According to Mr. Mot, the opening of the enrollment and training class for the second degree in English Language at the off-campus facility (No. 122 Nguyen Duc Canh and No. 54 Vu Trong Phung, Hanoi) was not organized by the school but by Nguyen Duc Canh and Vu Trong Phung facilities with the connection of Ms. Tran Thi Thuy H., Vice Head of English Department B and some other individuals in the school.

"The opening of this second degree class has no legal basis and is not in accordance with the regulations of the school and the Ministry of Education and Training. The training program, training plan and 4-semester timetable to organize training for the second degree classes at the above mentioned Nguyen Duc Canh and Vu Trong Phung facilities do not meet the conditions to organize training.

The organization and management of training courses that Ms. Tran Thi Thuy H. and some individuals that Ms. H. asked to teach at the above two facilities were not in accordance with current regulations on university training of the Ministry of Education and Training and regulations of Hanoi University of Business and Technology, so the training organization was not recognized," Mr. Mot affirmed.

Mr. Mot informed that previously, the Investigation Police Agency, Hai Ba Trung District Police, Hanoi also sent a document to the school related to this incident. Regarding Prof. Dr. Vu Van Hoa, Vice Principal of the University of Business and Technology, who was involved in the previous incident when signing the enrollment notices and recognizing the entrance results for students studying for a second degree, had submitted a retirement application since February 2025 and was approved by the Principal of the Hanoi University of Business and Technology since March 1.

"Mr. Hoa is in the process of being handled by the Investigation Police Agency, Hai Ba Trung District Police. The school has provided personal information as requested by the investigation agency. How this is handled is up to the investigation agency. Those who continue to work at the school will be subject to disciplinary action, based on the level of violation," emphasized a representative of the University of Business and Technology.

This representative affirmed that the seal, signature, and announcement of content related to the English Language Diploma 2 class were made by a number of individuals who are officials of the School in collusion with each other. Opening a class to enroll students for the Diploma 2 class is against the regulations of the Ministry of Education and Training and of the Hanoi University of Business and Technology. This has caused serious consequences for those studying these classes, affecting the reputation of the School.

"The school is not at fault, but the school staff is at fault, affecting the school's reputation. The school did not make any decisions on assigning lecturers to teach this diploma class, the Training Management Department did not have any training plan, there was no council to set the exam questions, there was no review council when reviewing the graduation...

These people are real people, working at Hanoi University of Business and Technology is real, but they do not carry out training work according to the school's plan. In October 2023, the school discovered the violations before the students knew they were "in the wrong door" and established an inspection team to investigate the violations against a number of individuals in the school," emphasized a representative of Hanoi University of Business and Technology.

According to the school representative, after the above incident, the Training Management Department has reviewed all regulations and procedures related to opening classes, organizing enrollment, organizing training management, considering graduation, signing transcripts of the entire course, issuing graduation certificates for university-level training courses and training systems in general, developing and submitting to the Board of Directors to issue procedures and accompanying documents to implement consistently, in accordance with regulations, avoiding unfortunate mistakes like the above-mentioned second-degree classes.

Regarding the above incident, a representative of Hanoi University of Business and Technology said that after the inspection, the school has issued disciplinary measures for each individual.

Ms. Tran Thi Thuy H., former Vice Dean of English Department B, did not cooperate, was disciplined and forced to quit her job, and her labor contract was terminated from February 24, 2025.

Mr. Vu Van Hoa, who previously submitted a retirement application, approved by the principal, will begin his retirement from March 1.

Mr. Nguyen Van H. and Mr. Le Anh S., Deputy Head of the Training Management Department, were both disciplined with a reprimand, dismissal from office, and transferred to another unit from February 25. Currently, the Personnel Organization Department is temporarily managing these two people pending assignment of new tasks.

For Nguyen Vu Quang H. and Nguyen Thi Ai M., employees of the Training Management Department were disciplined with a reprimand and transferred to another unit.
