According to regulations, there are a total of 5 special cases in which people and vehicles running red lights will not be punished.
According to the traffic controller's permission to proceed
Article 11, Clause 2 of the 2008 Road Traffic Law stipulates that when there is a traffic controller, traffic participants must obey the traffic controller's orders.
At the same time, the QCVN 41:2019/BGTVT standard of the Ministry of Transport also stipulates that when simultaneously arranging different forms of signals such as traffic lights, signs, road markings and traffic controllers in the same area, first of all, traffic participants must prioritize obeying the type of command of the traffic controller.
Therefore, if the traffic controller gives a signal to continue, road users can continue their journey without being interrupted by a red light.
Traffic lights and signs allow you to proceed.
When there is a priority signal or additional sign allowing, traffic participants are allowed to turn right, turn left or go straight even if there is a red light.
- The priority signal light (installed with traffic lights) turns green, vehicles can turn left or right in the direction of the arrow.
- A sub-sign placed under the traffic light pole allows vehicles to turn left, turn right or go straight when encountering a red light.
People should note that they must give way to vehicles coming from other directions that are allowed to go and pedestrians crossing the street.
Road with grid lines
According to QCVN 41:2019/BGTVT, the grid-like lines consist of interwoven lines arranged in the innermost lane of the road. This line is used to notify drivers not to stop their vehicles within the road surface where the lines are arranged to avoid traffic congestion.
In this line area, vehicles are not allowed to stop and park but must continue moving.
Priority vehicle on duty
According to Article 22 of the 2008 Road Traffic Law, priority vehicles on duty will not be subject to speed restrictions and are allowed to continue moving even when the traffic light is red.
Priority vehicles include: Fire trucks on duty; Military vehicles, police vehicles on emergency missions, convoys with police escorts; Ambulances on emergency missions; Dike protection vehicles, vehicles on duty to deal with natural disasters, epidemics or vehicles on duty in emergency situations as prescribed by law.
Running a red light in some special situations
Pursuant to Article 11 of the Law on Handling of Administrative Violations, violators of red light violations will not be fined in the following cases: Running a red light in an emergency; running a red light in self-defense; running a red light due to an unexpected event or force majeure.
In addition, violators who do not have administrative responsibility capacity or those who commit administrative violations are not old enough to be subject to administrative sanctions according to regulations will not be punished for running a red light.
