Cases where students are prohibited from drinking alcohol

According to Article 5 of the Law on Prevention and Control of Alcohol Harm 2019, prohibited acts in preventing and controlling the harmful effects of alcohol include:

1. Inciting, inciting, enticing, or forcing others to drink alcohol or beer.

2. People under 18 years old drink alcohol and beer.

3. Selling, supplying, or promoting alcohol and beer to people under 18 years of age.

4. Using workers under 18 years of age to directly participate in the production and sale of alcohol and beer.

5. Cadres, civil servants, public employees, workers in agencies, organizations, officers, non-commissioned officers, professional soldiers, soldiers, people working in the people's armed forces, students drinking alcohol or beer right before, during working hours, studying hours and breaks between working and studying hours.

6. Driving a vehicle while having alcohol in the blood or breath.

7. Advertising alcohol with an alcohol content of 15 degrees or more.

8. Providing inaccurate or false information about the effects of alcohol and beer on health.

9. Promotions in the business of wine and beer with an alcohol content of 15 degrees or more; using wine and beer with an alcohol content of 15 degrees or more for promotion in any form.

10. Using raw materials, additives, and processing aids that are not permitted for use in food; raw materials, food additives, and food processing aids that do not guarantee quality and are of unknown origin to produce or mix alcohol and beer.

11. Selling alcohol without a license or registration; selling alcohol and beer through vending machines.

12. Trading, storing, transporting fake, smuggled, or substandard alcohol or beer, of unknown origin, or smuggling alcohol or beer.

13. Other prohibited acts related to alcohol and beer as prescribed by law.

In addition, according to Article 10 of the Law on Prevention of Alcohol Harm 2019, Article 3 of Decree 24/2020/ND-CP, places where drinking alcohol is not allowed include:

1. Medical facility.

2. Educational institutions during teaching, learning and working hours.

3. Facilities, areas for care, nurturing, recreation and entertainment for people under 18 years old.

4. Drug rehabilitation facilities, compulsory education facilities, reform schools, detention facilities and other detention facilities.

5. Social protection facilities.

6. Workplaces of state agencies, political organizations, socio-political organizations, socio-political-professional organizations, and public service units during working hours, except for locations permitted to trade in alcohol and beer.

7. Parks, except for restaurants within the park premises that have been licensed to sell alcohol and beer before the effective date of this Decree.

8. Bus stop.

9. Cinemas, theaters, cultural and sports facilities during the time of organizing activities according to the functions, tasks and main uses of these locations, except for the organization of culinary and cultural festivals using alcohol and beer.

Based on the above regulations, students are prohibited from drinking alcohol immediately before, during working and studying hours and during breaks between working and studying hours.
