Hanoi Law University reports to the Ministry of Education and Training

In a quick exchange with Dan Tri reporters this afternoon (August 15), a representative of Hanoi Law University said that the school has only received information about the review process and confirmed that Mr. Vuong Tan Viet's name is not on the list of candidates and the score sheet in the high school graduation exam of the Department of Education and Training of Ho Chi Minh City, through the press. The school has not yet received an official document from the authorities.

According to regulations, the school will wait for the institution that granted the first degree (ie Hanoi University) to complete the processing, then the school will implement the processing regulations related to the second degree in Law and the Doctor of Law degree at Hanoi Law University.

"At the same time, the school has sent a full report to the Ministry of Education and Training regarding Mr. Vuong Tan Viet's study and doctoral defense process at Hanoi Law University," said the representative.

On the side of the Ministry of Education and Training, it said that the Ministry has had initial verification showing that there is a basis to doubt the quality of Mr. Vuong Tan Viet's high school diploma.

At the same time, the Ministry continues to coordinate with security agencies to investigate other important information related to Mr. Viet's qualifications.

The Ministry of Education and Training has inspected and verified Mr. Vuong Tan Viet's training records at Hanoi Law University.

The training process records are basically not contrary to the legal regulations applicable to the case of student Vuong Tan Viet. The records show some shortcomings in the training process but have been overcome during the training process.

According to current regulations on doctoral training, the Ministry of Education and Training has sent independent reviewers to assess the quality of the thesis (PhD at Hanoi Law University - PV).

Based on the evaluation results, the Ministry of Education and Training will establish a Thesis Evaluation Council in accordance with regulations. This process will take more time to organize and implement.

"The Ministry of Education and Training is a state management agency, making decisions and handling them must be careful and in compliance with legal regulations. In addition, during the process of verifying the case, there is information that is not allowed to be published without sufficient grounds.

Distance learning in 6 years and 4 months

Up to now, it can be determined that Hanoi University is the first unit that Mr. Viet submitted his high school diploma as an admission condition for university, after that Mr. Viet continued to study for a second bachelor's degree and a doctorate at Hanoi Law University.

Responding to Dan Tri reporters this morning, Hanoi University said that the school currently does not keep Mr. Vuong Tan Viet's records. Notably, Mr. Viet's distance learning process at this school lasted 6 years and 4 months.

The school said that the reason Hanoi University did not keep the records was because according to regulations, the period for keeping admission records is until the end of the course.

Regarding how the school will handle Mr. Viet's university degree if the verification process shows that Mr. Viet does not have a high school diploma, a representative of Hanoi University said that after receiving official information from the authorities about Mr. Viet's high school diploma, the school will handle it according to regulations.

In addition, Hanoi University also informed that Mr. Vuong Tan Viet studied English at the University of Foreign Languages ​​(now Hanoi University) from August 1994 to December 2000, distance learning system. The university degree was granted in early 2001. The training period of 6 years and 4 months is within the allowed time frame for the distance learning system.

Mr. Vuong Tan Viet (born in 1959) graduated with a bachelor's degree in English in 2001 from the University of Foreign Languages ​​- now Hanoi University; graduated with a bachelor's degree in Law in 2019 from Hanoi Law University (second degree - study and work).

Mr. Viet was recognized as a graduate and awarded a Bachelor of Law degree 2 - Part-time study on January 15, 2019, with excellent ranking.

On November 26, 2019, Mr. Vuong Tan Viet was admitted to the 25B PhD course (2019-2023 school year) of Hanoi Law University.

On December 26, 2019, the student was recognized as a doctoral student. On December 9, 2021, this student successfully defended his doctoral thesis at the school level.

"On March 17, 2022, the doctoral student was awarded a PhD in Constitutional and Administrative Law under Decision No. 1141/QD-DHLHN of Hanoi Law University," the press release stated.
