On the morning of October 26, giving opinions in the discussion group on the socio-economic situation, citing the case of Mr. Vuong Tan Viet, National Assembly delegate Tran Quoc Tuan (Tra Vinh delegation) proposed that the National Assembly and the Government pay attention to directing the inspection of training, granting doctoral degrees, and conferring the titles of associate professor and professor to ensure quality and substance so as not to cause negative impacts on society.
Mr. Tuan cited that recently, an unexpected social phenomenon occurred, which was the case of the monk, abbot of Phat Quang pagoda in Ba Ria Vung Tau province - Mr. Vuong Tan Viet.
Mr. Vuong Tan Viet used an illegal high school diploma, but somehow he registered to study and was awarded 2 university bachelor's degrees and 1 doctorate.
Delegate Tuan also raised the issue that Mr. Vuong Tan Viet's use of a high school diploma was only "exposed" on social networking sites, and was not initially verified and discovered by the inspection and examination agencies of the education sector.
"This shows that the management and training of university and doctoral degrees at some of our higher education institutions need to be given more attention...", the delegate emphasized, saying that this has made many voters wonder and worry about the reputation and quality of degree training in the current education sector.
According to the delegates, voters think that besides the case of Mr. Vuong Tan Viet, how many other similar cases exist? Where are those fake doctors? What have they been doing? Do they have a negative impact on the operations of state agencies or the development of the social community?
"This issue needs to be directed, inspected and reviewed by the National Assembly and the Government soon," said delegate Tuan.
Previously, the Ministry of Education and Training (MOET) on the evening of October 21 announced that it had determined that Mr. Vuong Tan Viet used his high school diploma illegally and Mr. Vuong Tan Viet also admitted this.
The Ministry of Education and Training has requested relevant higher education institutions to urgently revoke the diploma granted to Mr. Vuong Tan Viet according to the law, and at the same time review the training organization process to avoid similar cases.
It is known that Mr. Vuong Tan Viet has a bachelor's degree in English from the University of Foreign Languages (now Hanoi University); a second degree in law in the form of part-time study from Hanoi Law University. After that, Mr. Vuong Tan Viet was admitted to the Hanoi Law University for postgraduate study, and after more than 2 years of training, he was awarded a doctorate degree.
Representatives of Hanoi Law University and Hanoi University said they are in the process of revoking the degree granted to Mr. Vuong Tan Viet.
