(Dan Tri) - According to the feedback from parents of students who have graduated and are studying at the Dong Anh District Continuing Education Center, the excess tuition fees collected by the school for the first semester of the 2023-2024 school year will not be refunded.
In a petition sent to Dan Tri newspaper, parents said that at the beginning of the 2023-2024 school year, the Dong Anh District Vocational Education - Distance Education Center (GDNN-GDTX) collected tuition fees of 200,000 VND/month/student. The school collected 1.8 million VND at once for the entire school year.
In March 2024, the city issued regulations on tuition fees for the 2023-2024 school year, the school's tuition fee is only 95,000 VND/month/student.
Therefore, in May, the homeroom teacher informed the parents about the tuition refund in the amount of 105,000 VND/month, equivalent to 945,000 VND/school year.
However, the school has only refunded 525,000 VND, equivalent to 5 months, from January to May 2024. The amount not refunded is 4 months of the first half of the school year: from September to December 2023, equivalent to 420,000 VND.
With a scale of more than 1,000 students studying the continuing education program at junior high school and high school, the total surplus tuition fee is about more than 400 million VND.
"According to the teacher's announcement, the unpaid amount is because the 2024 tuition decision will be applied from January 2024," the petition stated.
Speaking to Dan Tri reporter, Mr. Phan Thanh Dung - Director of Dong Anh District Vocational Education and Continuing Education Center - said that the excess tuition fees collected in September-December 2023 will still be refunded to students according to the regulations on tuition fees for the 2023-2024 school year of the Hanoi City People's Council.
However, the school has just completed the procedures with the District People's Committee and is making a list of students who will receive refunds or tuition reductions.
"The center is a public unit that ensures its own regular expenses. The tuition revenue for 2023 has been settled with the District People's Committee, so the school has to wait for the district's decisions. With the tuition revenue for 2024, the school has refunded it to the students," said Mr. Phan Thanh Dung.
Mr. Dung added that graduated students will soon receive the remaining tuition money.
The tuition fee for the 2023-2024 school year was approved by the Hanoi People's Council on March 29, 2024. This fee is equal to the 2020-2021 school year and lower than the 2021-2022 school year.
Specifically, the highest fee applied in urban areas for nursery and kindergarten children (excluding 5-year-old children), high school students and continuing education students at high school level is 217,000 VND/month/student.
The fee in rural areas for the above subjects is 95,000 VND/month/student. In mountainous areas, the fee is 24,000 VND/month/student.
The lowest fee applied in mountainous areas for secondary school students and continuing secondary school students is 19,000 VND/student/month. Currently, the fee for this area and subject is 50,000 VND/student/month.
Due to the regulations issued in the second semester of the 2023 school year, when the collection of tuition fees for the basic school year has been completed, schools must organize refunds or deductions of excess tuition fees for students according to regulations.
