Ho Chi Minh City regulates tuition refund time for nearly 500,000 secondary school students

The Department of Education and Training of Ho Chi Minh City requires the Department of Education and Training of localities and public and non-public secondary schools to refund tuition fees according to Resolution No. 37 on the policy of supporting secondary school tuition fees of the Ho Chi Minh City People's Council.

Public secondary school students will have their tuition refunded before January 31.

Deputy Director of the Ho Chi Minh City Department of Education and Training Duong Tri Dung requested that public educational institutions with secondary school students who have collected tuition fees from September to present for the 2024-2025 school year must refund tuition fees to students before January 31, 2025.

Accordingly, the Department of Education and Training of Ho Chi Minh City has deployed to the Departments of Education and Training and secondary schools to request the implementation of Resolution No. 37 of the City People's Council on special policies to support tuition fees for public and non-public secondary school students and continuing education students in Ho Chi Minh City in the 2024-2025 school year.

Accordingly, Deputy Director of the Department of Education and Training of Ho Chi Minh City, Duong Tri Dung, noted that public and non-public educational institutions and vocational training institutions in the city apply the city's special tuition support policy as follows:

  • Secondary school students and secondary vocational education students studying at public educational institutions in Ho Chi Minh City.
  • Secondary school students studying at non-public educational institutions in Ho Chi Minh City, excluding students studying at foreign-invested educational institutions.

The specific support level is divided into 2 groups of students as follows:

  • Group 1: Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan, with a support level of 60,000 VND/student/month.
  • Group 2: Students studying at schools in the districts of Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio, with a support level of 30,000 VND/student/month.

Mr. Duong Tri Dung requested that public educational institutions with secondary school students that have temporarily collected tuition fees refund students according to the secondary school tuition fees stipulated in Resolution No. 37 before January 31, 2025.

For students who have transferred schools, Mr. Dung requested that educational institutions be responsible for paying tuition support to students according to regulations based on the number of months of actual study at school.

For non-public educational institutions, the department's leaders requested that schools review the number of students and provide one-time support based on the actual number of months of study at the end of the 2024-2025 school year.

Deputy Director of the Department of Education and Training of Ho Chi Minh City, Duong Tri Dung, stated that the budget for supporting tuition fees for students according to Resolution No. 37 has been allocated in the budget assigned to the People's Committee of Thu Duc City and districts according to Decision No. 5828 of the People's Committee of the City.

"The People's Committee of Thu Duc City and districts are responsible for reviewing the actual number of students and trainees of GDTX in the 2024-2025 school year at educational institutions eligible for tuition support according to regulations to pay the right subjects, the right standards and make payments according to regulations."

Resolution No. 37 of the Ho Chi Minh City People's Council clearly states that the tuition support policy will be applied for 9 months of the 2024-2025 school year, with funding taken from the Ho Chi Minh City budget according to current budget decentralization regulations.

According to statistics from the Department of Education and Training, at the secondary school level, the whole city has more than 464,000 public students and more than 30,000 private students. The total estimated cost to exempt tuition fees for all students is about 237 billion VND.
