Seriously implement the use of Party flags and national flags

The heads of Party committees, agencies, units and localities in Ha Tinh are responsible for directing the inspection and review of the use of Party flags and national flags in their localities, agencies and units to ensure compliance with regulations.

On behalf of the Provincial Party Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung has just signed a document to send to the Party Committees, Inspection Committee, Provincial Party Committee Office; Party executive committees, Party delegations, provincial departments, branches and sectors; the Fatherland Front and socio-political organizations at the provincial level; standing committees of district, city and town Party Committees, affiliated Party Committees; Ha Tinh Newspaper, Provincial Radio and Television Station on directing the serious implementation of the use of Party flags and national flags.

Hanging the national flag and the Party flag shows patriotism and national pride; it is the awareness and responsibility of every citizen.

In recent times, in general, localities and units have quite seriously implemented the regulations and instructions of the Central Government and the provincial directives on the use of Party flags and national flags. However, some agencies and units have used flags and images of Party flags and national flags to decorate halls, meeting rooms, on streets, squares and perform rituals when organizing celebrations, political events, Party and mass organization activities that are not in accordance with regulations (see details here).

To lead and direct the use of the Party flag and the National flag in accordance with regulations, the Standing Committee of the Provincial Party Committee requires specialized agencies to advise and assist the Provincial Party Committee, Party executive committees, Party delegations, the Fatherland Front, departments, branches, sectors, unions, district, city, town Party Committees, and affiliated Party Committees to strictly implement a number of contents.

Seriously implement the use of Party flags and national flags

Details of the shape and size of the flag and the Hammer and Sickle symbol follow the instructions of the Central Propaganda Department.

Specifically, lead and direct the strict implementation of Regulation No. 99-QD/TW dated February 27, 2023 of the Secretariat (see details here) and Instruction No. 105-HD/BTGTW dated May 29, 2023 of the Central Propaganda Department on the use of Party flags (see details here). Heads of Party committees, agencies, units and localities are responsible for directing the inspection and review of the use of Party flags and national flags in their localities, agencies and units to ensure compliance with regulations; promptly direct the recall and replacement of Party flags and national flags that are not up to standard, damaged or faded; strictly handle acts of using, posting and sharing images that distort or destroy the Party flag and national flag; strengthen propaganda and education about the nation's revolutionary traditions and the meaning and methods of using the Party flag and national flag.

The Provincial Fatherland Front Committee and socio-political organizations at all levels shall intensify propaganda and mobilize union members, association members, and people to use the Party flag and the National flag in accordance with regulations; promote the role, responsibility, and exemplary pioneering spirit of cadres, party members, union members, and association members in hanging the Party flag and the National flag at home, contributing to building a civilized lifestyle and cultural beauty in villages and residential groups. Coordinate with local authorities to mobilize people to build "Party flag and National flag routes" on the occasion of commemorating important holidays and political events of the homeland, country, and locality.

The Department of Culture, Sports and Tourism coordinates with the Department of Information and Communications to regularly direct, inspect and supervise the use of Party flags and national flags in visual propaganda, festival activities, newspapers, electronic information pages, information and communication publications, social networks... that use Party flags, national flags, and the "Hammer and Sickle" symbol in accordance with regulations. Coordinate with relevant agencies to strengthen guidance and inspection of Party flag and national flag samples at printing and advertising establishments, tailor shops, bookstores..., promptly remind, recall and handle organizations and individuals who violate the regulations.

Ha Tinh Newspaper and the Provincial Radio and Television Station continue to promote the dissemination of the contents of Regulation No. 99-QD/TW dated February 27, 2023 of the Secretariat and Instruction No. 105-HD/BTGTW dated May 29, 2023 of the Central Propaganda Department; increase news, articles, and propaganda reports so that agencies, units, and people of all walks of life can raise awareness of the significance of hanging the Party flag and the National flag and properly implement the regulations. Direct strict control of news and articles, preventing the misuse of the Party flag, the National flag, the image of the Party flag, and the "Hammer - Sickle" symbol in press works and publications.

The Provincial Party Committee's Propaganda Department shall preside over and coordinate with specialized agencies to advise and assist the Provincial Party Committee in monitoring and urging implementation, and periodically report to the Provincial Party Committee's Standing Committee.
