The construction site of Van Thien - Ben En road in the last days of the year is bustling with the atmosphere of labor! This is a road passing through the territory of Nong Cong district with a length of 5.5km and Nhu Thanh district with a length of 6.6km, designed speed of 80km/h, total investment of nearly 1,200 billion VND. The scale of a level III plain road, 4 lanes according to TCVN 4054-2005 is gradually taking shape.

For a long time, Ben En National Park has been likened to the "Ha Long on land" of Thanh Hoa, the potential and advantages for tourism development are indisputable. However, up to now, this land has not been exploited and promoted effectively, commensurate with its potential and advantages. Many reasons have been pointed out, including the limitation of unconnected traffic infrastructure. Currently, traffic connection to Ben En National Park is mainly through National Highway 45 and Provincial Road 520, which are small in scale, with a large population, concentrated along both sides of the road. Upgrading and expanding the road is very difficult, with large investment costs, which is a bottleneck in exploiting and developing tourism in the area.

Therefore, the province's interest in and investment in the project to build the Van Thien - Ben En road opens up many expectations for the breakthrough of this tourist area in the future. Mr. Le Cong Cuong, Director of the Management Board and Head of the Ben En National Park Forest Protection Department confided: "The route plays an important role, strengthening the connection of Ben En National Park with the regional traffic network, especially the connection with the North - South expressway in the East, creating conditions to expand the development space for the province to the Southwest, is a lever to develop tourism in Nhu Thanh in particular, Thanh Hoa province in general to become a key economic sector, contributing to the development of the economy - society in a green and sustainable direction".

Opening the way to the era of growth...

The spacious avenues and connecting roads are opened to maximize potential and advantages, shorten the distance - open up the future, contributing significantly to promoting socio-economic development. Competition in time is also a fierce race in terms of economy, competitive opportunities, development capacity, investment attraction... That is vividly and specifically demonstrated by the impressive socio-economic development figures and targets that Thanh Hoa achieved in 2024. The growth rate of gross regional domestic product (GRDP) is estimated at 11.72%, exceeding the plan and ranking 3rd in the country. The whole province is estimated to welcome 15.3 million visitors, an increase of 22.5% over the same period, total tourism revenue is estimated at 33,815 billion VND, an increase of 38%. The province's state budget revenue is estimated at VND54,341 billion, exceeding 52.8% of the estimate and increasing by 25.9% over the same period, the highest ever, ranking first in the North Central provinces and 8th in the country. The total investment capital implemented in the province is estimated at VND138,856 billion, equal to 102.9% of the plan and increasing by 4.5% over the same period...

At the recent 37th Provincial Party Executive Committee meeting, Provincial Party Secretary Nguyen Doan Anh emphasized: 2025 plays a particularly important role, is the finishing year, has a key and decisive significance for completing the goals of the 19th Provincial Party Congress, term 2020-2025 and the 5-year socio-economic development plan 2021-2025 of the province; is the year to organize party congresses at all levels, towards the 14th National Congress of the Communist Party of Vietnam. The Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020-2025 sets the target: The average growth rate of gross regional domestic product (GRDP) reaches 11% or more; GRDP per capita in 2025 reaches 5,200 USD or more; total mobilized social investment capital in 5 years reaches 750 trillion VND or more...

The bigger the goal, the more effort and determination are required, the more strategic, practical and effective the solution. To realize that goal, the transport sector continues to make efforts to fulfill its mission. Mr. Nguyen Duc Trung, Deputy Director of the Department of Transport (GTVT) said: "In the coming time, Thanh Hoa will continue to make efforts, try to stick to the goals and tasks, synchronously deploy solutions, contribute to completing the infrastructure breakthrough, creating momentum to promote socio-economic development".

According to the plan, the province focuses on investing in upgrading, renovating, expanding national highways, provincial roads and building new major and important roads with a total length of 282km, prioritizing capital allocation to implement a number of key projects to strengthen regional connectivity. Complete the rural traffic system to ensure scale, structure, standards, meeting the National Target Program on New Rural Development; strive to have 100% of commune roads hardened by 2030. Complete the project to dredge the shipping channel into Nghi Son Port, Nghi Son Economic Zone; call for investment in building new Quang Chau Port, Quang Nham - Hai Chau Port; strive for the volume of goods passing through Thanh Hoa seaport to be about 69 million tons/year. Actively call for investment and construction of Tho Xuan Airport under the PPP form, with the goal of bringing Tho Xuan Airport to a capacity of 5 million passengers before 2030. Continue to call for investment in building a regional logistics center in Nghi Son; provincial logistics centers in the western area of ​​Thanh Hoa City and Lam Son - Sao Vang Industrial Park. Mr. Nguyen Duc Trung added: “The province has assigned the Department of Transport to conduct pre-feasibility studies on a number of projects, including the Ring Road 3 connecting Hoang Hoa - Quang Xuong. Based on the assigned tasks, the sector strives to complete research, surveys, and reports to ministries and central branches to soon invest in the Ring Road 3 bypass connecting Hoang Hoa - Quang Xuong, reducing pressure on the inner city area of ​​Thanh Hoa City, creating development space for localities where the route passes through”.

The province focuses on mobilizing resources and allocating capital to invest in completing large, key projects with convenient connections inside and outside the province, connecting regions and dynamic economic centers, focusing on routes connecting the intersections of the North-South Expressway with the province's economic and political centers, industrial parks, tourist areas, urban areas, seaports, and airports. At the same time, invest in building new, upgrading, and renovating the transportation system according to the proposed planning and plans, meeting the requirements of socio-economic development in the province.

Continue to review and research to propose a list of projects that can attract investment under the PPP method, in order to effectively combine and mobilize resources from the private sector according to the motto of "using public investment to lead private investment", creatively applying the model of "private investment - public use", "public leadership - private governance" in investment, management and exploitation of transport infrastructure projects; focus on calling for and attracting investment in key projects with inter-regional and inter-provincial connectivity, focusing on investment in aviation and seaport infrastructure.

Promote encouragement and attraction of private capital sources for direct investment in the form of approving investment policies for projects that enterprises can do and do better according to the provisions of law, instead of using State budget capital, such as: Port investment projects in Nghi Son Port area; investment in the construction of logistics centers, bus stations, parking lots, rest stops on highways and national highways; investment in traffic infrastructure in industrial parks, tourist areas, new urban areas... Along with that, continue to pay attention to effectively mobilizing capital sources and working days contributed by the People, to invest in the construction and upgrading of rural traffic systems together with State capital sources.

Strengthen management, improve the efficiency of using public investment capital for transport infrastructure projects, associated with promoting administrative reform, strongly improving the investment and business environment, creating favorable conditions for enterprises and investors in the process of researching, implementing investment and exploiting and operating transport infrastructure projects. Strictly and fully implement the investment procedures and processes of projects using public investment capital; regularly inspect and urge contractors to speed up construction progress, promptly disburse capital sources, strictly manage advance capital in accordance with regulations. Strengthen propaganda work on policies, laws on investment, construction and protection of transport infrastructure. Closely coordinate with districts, towns and cities in site clearance, creating favorable conditions for construction implementation, speeding up the progress of projects.

Develop and effectively implement the Thanh Hoa province's domestic loan project to mobilize additional capital sources from issuing local government bonds, borrowing from financial institutions and other domestic organizations, and from the Government's foreign loans to the province. Prioritize the use of loan capital to invest in traffic routes to strengthen the East-West connection of the province, including: Project of the road connecting Thanh Hoa city with the western districts of the province; the road from Thanh Hoa city with Thieu Hoa district and Yen Dinh district (including Thieu Khanh bridge, Thanh Hoa city)...
