Awarding the President's special amnesty decision to 16 prisoners

On the morning of October 1, at the Quang Ninh Provincial Police Detention Center (Ha Trung Ward, Ha Long City), Colonel Nguyen Thuan, Deputy Director of the Provincial Police, Head of the Provincial Criminal Enforcement Agency, announced and presented the Decision of President To Lam on amnesty for 16 prisoners serving prison sentences at detention centers and temporary detention centers in the province.

Attending the amnesty decision awarding ceremony were comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee and representatives of relevant departments, branches and sectors.

Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee and Colonel Nguyen Thuan, Deputy Director of the Provincial Police, Head of the Provincial Criminal Enforcement Agency, presented the Amnesty Decision and CCCD to eligible prisoners.

The 16 prisoners serving prison sentences at detention camps and temporary detention centers in Quang Ninh province who were granted amnesty this time are among the 3,763 prisoners granted amnesty under Amnesty Decision No. 957/QD-CTN signed by President of the Socialist Republic of Vietnam To Lam on September 29, 2024 on the occasion of the 79th anniversary of National Day September 2 (1945-2024) and the 70th anniversary of Capital Liberation Day October 10 (1954-2024).

These are all prisoners who meet the conditions to be proposed for special pardon; have made good efforts to study and reform; are mentally ready and have basic knowledge and skills to integrate into society and start a new life.

Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, spoke at the announcement ceremony and award of the amnesty decision.

Speaking at the announcement and awarding ceremony of the amnesty decision, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized: The amnesty decision issued by President To Lam on the occasion of the 79th anniversary of National Day and the 70th anniversary of the Liberation of the Capital once again affirms the lenient policy of the Party and State, the humane tradition of the nation towards criminals, encouraging them to repent and train themselves to become useful people for society. At the same time, the amnesty is also a recognition of the results of rehabilitation, good compliance with rules and regulations of prisoners during the education and rehabilitation process; demonstrating the close coordination between prisons, families, relevant agencies and the whole society in implementing the criminal policy of the Party and State of Vietnam.

The person granted amnesty signs and fingerprints the Certificate of Execution of Prison Sentence and the Amnesty Certificate, officially reintegrating into society.

Congratulating the prisoners and their families who were granted amnesty this time, the Vice Chairman of the Provincial People's Committee also affirmed that this amnesty not only brings the opportunity to rebuild their lives for those who have made mistakes, but also contributes to building a tolerant community, supporting those who reintegrate into society. The State and local Party committees and authorities at all levels will always create all conditions and hope that those who are granted amnesty will overcome their inferiority complex to integrate into the community, rebuild their lives, and become good citizens.

Families of prisoners granted amnesty this time wait for their loved ones outside the gate of the Quang Ninh Provincial Police Detention Center.

The Vice Chairman of the Provincial People's Committee also advised the pardoned prisoners to continue to strive and comply with the Party's guidelines, policies, the State's laws and regulations in the locality where they reside after returning to their localities, and become useful citizens for society; hoping that prisoners who are not yet eligible will continue to strive to have their sentences reduced and pardoned in the next rounds.

Citizens are happy to return to society in the welcoming arms of family and relatives.

It is known that immediately after the Office of the President announced the decision on the 2024 amnesty, the Quang Ninh Provincial Police proactively deployed the work of reviewing and making a list of eligible cases to propose amnesty. The professional departments of the Provincial Police have closely coordinated with related sectors to ensure that all procedures take place smoothly and effectively.

Leaders of the Provincial Police and the Provincial Police Detention Center advised and encouraged those pardoned this time to strive to become useful citizens to society.

The provincial police detention camp also organized the collection of identity documents of prisoners who were eligible for amnesty and release from prison this time, ensuring conditions for those who made mistakes after being amnestied and released from prison to return to their localities to restore their civil rights, quickly reintegrate into the community, and at the same time contribute to spreading the goals and meanings of the peak period of implementing the Law on Identification and issuing ID cards in Quang Ninh province.
