On May 12, in Hanoi, the Center for Legal Advice for the Poor and Community Development (LAC), under the Vietnam Lawyers Association, concluded the project “Raising awareness and providing legal advice on network information security and electronic transactions for women, children, the poor, and ethnic minorities in Ba Vi and Phuc Tho districts, Hanoi”.
Speaking at the Conference, Mr. Ha Huy Tu - Director of LAC said that after nearly a year of implementation, the project has helped disadvantaged people improve their skills in screening, using and exploiting information effectively to best serve their work and study; improve their skills and understanding of legal electronic transactions, promote sales and product promotion.

In particular, the project helps raise legal awareness, contributing to preventing illegal information transmission and violations of the law on the Internet, preventing acts of access interference, causing harm, deleting, changing, copying, and distorting information on the Internet. Thereby contributing to promoting digital government, digital economy, digital society, and digital citizens according to the country's development orientation.
The project has been implemented since June 15, 2023 and has achieved many specific results such as: Printing 5,000 leaflets, making QR Codes for training and propaganda materials of the Project; organizing 25 training conferences, propagating laws on network information security law, electronic transactions; organizing 100 free legal consultation programs for people in the area; participating in free litigation, successfully resolving a very complicated case...
Ms. Do Thi Thuy Hang - President of the Women's Union of Ba Vi district highly appreciated the results that the project brought. In particular, Ba Vi is still a mountainous district with many difficulties, the level of understanding and legal awareness of many people is still limited.
Due to lack of legal awareness, many women have become victims of fraud and property appropriation on the internet, and even gotten into trouble with the law.
Therefore, it is extremely necessary to disseminate and raise awareness among people, especially women and children, about preventing fraud crimes in cyberspace and social networking platforms.

With the attention and agreement of the People's Committees at all levels in receiving the project, the attention and facilitation of LAC has chosen the Women's Union of Ba Vi district as a partner to coordinate and implement the project in 13 communes and towns in the district. In which, the focus is on groups of women, children, the poor, and ethnic minorities in the area.
"Through organizing 55 propaganda and legal consultation sessions on network information security and electronic transactions, many women have been equipped with legal knowledge on electronic transactions and network information security. These activities not only contribute to providing legal knowledge, helping people better understand legal policies and avoid becoming victims of fraud, but also create awareness to proactively and actively learn about the law, improve knowledge and skills in crime prevention among rural women, ethnic minority women and communities," Ms. Hang assessed.
Ms. Nguyen Thi My Binh - President of the Women's Union of Yen Bai Commune (Ba Vi District) said that in recent years, information technology and social networks have developed strongly, greatly affecting all aspects of social life. If people do not have enough knowledge and skills to use social networks, it will negatively affect their awareness, attitudes, behaviors and lifestyles.
Nowadays, many young people “live virtually” for the purpose of “getting likes and views” with inappropriate and offensive attitudes and behaviors, even violating the law. Faced with this reality, the project’s propaganda program has helped guide people on how to use social networks in a useful way, contributing to limiting the negative effects of social networks.
Delegates highly appreciated the practical and necessary values of the project. Many delegates hoped that the project could continue to develop because people's need to learn about the law is increasing.
The representative of the Women's Union of Thanh Da commune (Phuc Tho district) assessed that the project of the Law on Electronic Transactions and the Law on Network Information Security of the Vietnam Lawyers Association, which came to the women's union members and people of Thanh Da commune, Phuc Tho district in particular, was responded to and highly appreciated by the local government, women's union members and people.
The project is an important stepping stone, emphasizing on the assurance, security and transparency in online activities. The project not only provides basic knowledge and related regulations but also guides how to apply them to business practices and online activities. The implementation of the provisions of these 2 Laws will bring a safe, trustworthy and sustainable online environment for both users and businesses.
Speaking at the Conference, Mr. Tran Duc Long - Member of the Party Committee, Secretary of the Party Committee, Vice President of the Vietnam Lawyers Association said that legal propaganda, dissemination and education have always been considered one of the Association's strengths, which have received attention, leadership and direction from the Party and State in recent times and have achieved results.
With extensive experience, in recent years, LAC has always implemented well the policies and directions of the leaders of the Vietnam Lawyers Association in the work of propagating, disseminating laws, consulting, and providing legal aid to many classes of people. Especially vulnerable groups in society such as ethnic minorities, the poor, women, and children. The Center has become a prestigious address operating in the field of legal consulting and legal aid today.

Regarding the project, this is the second time LAC has been funded by the Justice Initiative Promotion Fund (JIFF). After receiving the Center's report on the Center being funded by the JIFF in the 4th funding call, the Party Central Committee and the Standing Committee of the Central Association have given direct and close instructions, requiring the Center to implement the project's activities in accordance with legal regulations and instructions from the JIFF Secretariat.
“Although the actual time to implement the project was not long, according to the Center's assessment report, I found that the local government and departments and organizations were enthusiastic and created favorable conditions for the project to be implemented smoothly; people were enthusiastic and excited to participate in training conferences and free legal consultation sessions,” said Mr. Tran Duc Long.
On behalf of the Vietnam Lawyers Association, Mr. Tran Duc Long expressed his thanks to the Ministry of Justice, the Ministry of Finance, the People's Committee of Hanoi City, the People's Committee of Ba Vi District, Phuc Tho District, the Secretariat of the Justice Initiative Promotion Fund, the leaders of the Women's Union of Ba Vi District, the leaders of the Women's Unions of communes in Ba Vi District, Phuc Tho District, the Center for Legal Advice for the Poor and Community Development and the lawyers who participated in the above project .
