Ho Chi Minh City will change the model of Tran Dai Nghia High School for the Gifted to comply with the law, but recommends that the Ministry of Education allow enrollment in grade 6 this year to avoid disruption.
On March 12, the Ho Chi Minh City People's Committee said it had sent the Ministry a report on the operations of Tran Dai Nghia High School for the Gifted and a recommendation on enrolling students in grade 6 at this school.
Accordingly, the city assigned the Department of Education and Training to develop a project to change the model of Tran Dai Nghia High School for the Gifted to comply with the Law on Education and regulations of the Ministry. However, the city needs more time to research and consult with relevant units to develop a project suitable to the actual situation. This cannot be completed before the 2024-2025 school year enrollment period.
In order to avoid disruption, the Ho Chi Minh City government proposed that the Ministry of Education and Training allow Tran Dai Nghia Specialized School to continue enrolling students in grade 6 in the 2024-2025 school year through a survey.
Tran Dai Nghia High School for the Gifted was established and enrolled students for junior high school and high school in 2000. After two years, the school was converted into a specialized school.
The city assessed that in addition to the achievements of high school level, the school has well organized educational activities at secondary level, being a resource in training and developing the quality of education in the city.
Every year, Tran Dai Nghia High School for the Gifted enrolls more than 500 sixth graders through an English proficiency test. The number of applications to the school is about 3,000-4,000.
The move by the Ho Chi Minh City People's Committee comes from the Ministry of Education and Training requesting Hanoi to direct the enrollment of 6th grade students at Hanoi - Amsterdam High School for the Gifted in accordance with regulations, a week ago.
Associate Professor Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education, Ministry of Education and Training, said that the 2005 Education Law stipulated that specialized schools only exist at the high school level. This content is also maintained in the 2019 Education Law. The model of secondary school blocks in specialized schools is not included in any legal regulations. However, due to historical existence, there are two schools, Tran Dai Nghia High School for the Gifted (HCMC) and Hanoi - Amsterdam (Hanoi), that have secondary school blocks.
In 2023, the Ministry of Education and Training issued Circular 05 on the regulations on the organization and operation of specialized high schools, stating that there will be no more non-specialized classes in specialized schools. Therefore, of course, non-specialized junior high school classes in specialized schools must also stop enrolling students.
