Ho Chi Minh City: Nhieu Loc - Thi Nghe wastewater treatment plant project behind schedule
Nhieu Loc - Thi Nghe wastewater treatment plant project, with an investment of 5,468 billion VND, has only completed 46% of the construction, 23% behind schedule compared to the contract.
The Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor) has just reported to the Ho Chi Minh City People's Committee on the implementation status of the City Environmental Sanitation Project, Phase II .
According to the report, the Project has a total of 29 bid packages, of which 9 construction bid packages have completed 5 bid packages; terminated the contract of 1 bid package; 16 consulting bid packages have completed 9 bid packages and terminated the contract of 1 bid package; 3 procurement bid packages have been completed.
As of September 13, 2024, the overall progress of the Project reached 70%. However, there are 2 packages with slower progress than planned.

Of which, the Nhieu Loc - Thi Nghe wastewater treatment plant (package XL-02) has only achieved 46%. This package is worth VND5,468 billion (equivalent to USD235.1 million) and is constructed by a consortium of Vinci Construction (France) and Aceciona Agua (Spain).
According to the approved construction plan, the implementation volume of the XL-02 package must be 70% complete by August 31, 2024. However, the current progress is about 23% behind schedule.
Currently, the investor and contractor have agreed to jointly monitor and manage the contract to ensure construction and official operation of the factory on June 30, 2025.
The XL-03A package to build a common drainage system of level 2 and level 3 in basin 6, implemented by Construction Joint Stock Company No. 5, is also behind schedule.
The package is scheduled to be implemented from July 18, 2023 to September 18, 2024. However, the package is only 25% complete, 3 months behind schedule due to underground construction issues. The investor has requested the contractor to speed up the construction progress and complete the package by December 31, 2024.
Ho Chi Minh City Environmental Sanitation Project - Phase II, implementation period from 2015 to the end of June 2024. However, the Project is currently behind schedule, while the Loan Agreement is only valid until June 30, 2024.
Therefore, the Urban Infrastructure Construction Investment Project Management Board proposed that the Ho Chi Minh City People's Committee recommend the Prime Minister to approve the adjustment of the investment policy and request an extension of the World Bank loan to complete the Project.
Ho Chi Minh City Environmental Sanitation Project - Phase II, includes 2 main items: building a wastewater collection and treatment system for the entire Nhieu Loc - Thi Nghe basin and old District 2, using a 3.2 m diameter, 7.8 km long sewer system.
At the same time, build a wastewater treatment plant with a capacity of 480,000 m3/day and night to improve the environment, beautify the urban area, restore and preserve the ecosystem of the Saigon River and the lower Dong Nai River.
The project has a total investment capital of 524 million USD (equivalent to 11,133 billion VND), of which ODA loan capital is 450 million USD, Ho Chi Minh City budget capital is 74 million USD (equivalent to 1,572 billion VND).
Among the items, Package XL-02 (design, construction and operation of Nhieu Loc - Thi Nghe wastewater treatment plant) accounts for the largest proportion of the Project with an investment of VND 5,468 billion.
