The Ho Chi Minh City People's Committee recently reported to the Ministry of Labor, Invalids and Social Affairs on the results of prostitution prevention and control work in the first 6 months of the year and the direction and tasks for the last 6 months of 2024 in Ho Chi Minh City.
According to this report, the Ho Chi Minh City People's Committee assessed that the fight against prostitution crimes in the city has had many positive changes. Ho Chi Minh City Police have cracked down on a number of cases of organizing, brokering, and harboring prostitution run by foreigners, operating in a closed manner, not receiving Vietnamese customers. In the first 6 months of 2024, Ho Chi Minh City Police cracked down on 3 large-scale prostitution brokerage cases organized by Koreans and Chinese people operating at restaurants, seizing nearly 22 billion VND.

However, the Ho Chi Minh City People's Committee believes that the prostitution situation in the city is still complicated. Many subjects are currently using high technology and internet websites to establish and operate transnational prostitution rings and beyond the territory of Vietnam. In particular, subjects engaged in prostitution create closed groups and closed forums with high anonymity and confidentiality.
Meanwhile, the administrators of the groups are professional sex brokers or both brokers and prostitutes. One person can create and run many different closed groups. At the same time, brokers, prostitutes and sex buyers join many closed groups to hook up, exchange, post marketing images, and negotiate to go to places to perform sex acts such as villas, apartments, on ships, cruise ships and follow activities such as tours, sports...
According to the Ho Chi Minh City People's Committee, these subjects and prostitution rings operate sophisticatedly and include models, actors, students, MCs, and beauty pageant contestants.
Therefore, it requires officers participating in the fight against prostitution to have high qualifications and foreign language and IT skills. However, currently, the equipment, means, techniques provided and the current capacity of the staff are still limited, causing difficulties in detection, investigation and handling.
Therefore, the Ho Chi Minh City People's Committee recommends that the Ministry of Public Security coordinate with relevant ministries, branches and units to regularly organize training courses to improve the scientific, technical and professional qualifications of officers working in prostitution prevention and control.
Typically, improving skills in collecting and transforming information and documents on prostitution in cyberspace; at the same time, equipping necessary means to collect information on the number of subjects engaged in prostitution in cyberspace to increase the effectiveness of the fight against and eradication of prostitution in the new situation.
Regulations on prostitution prevention are outdated.
According to the Ho Chi Minh City People's Committee, the current legal system on prostitution prevention is outdated and has not been promptly revised and supplemented, so many behaviors related to prostitution have arisen but have not been appropriately adjusted.
Along with that, the current law still lacks regulations and guidelines to unify the handling of male prostitution, homosexual prostitution, transgender prostitution, etc. This makes it difficult for agencies to handle these acts.
Therefore, the Ho Chi Minh City People's Committee recommends that relevant ministries and branches study and propose amendments and supplements to the 2003 Ordinance on Prostitution Prevention and Control and related legal documents to ensure consistency and suitability with the current situation.
Specifically, amend and supplement regulations on the terms "prostitution", "prostitution", "intercourse", "homosexual prostitution", "transgender prostitution", "pornography, arousal"... At the same time, soon issue documents regulating and guiding to unify the handling of male prostitution and homosexual prostitution.
