Bac Kan City promotes the role of mass mobilization in site clearance

Up to now, people in Nong Thuong commune have received 2 payments of compensation and support for site clearance on the Cho Moi - Bac Kan expressway.

Mass mobilization one step ahead

As one of the localities with the most affected households when implementing the Cho Moi - Bac Kan route investment project, Nong Thuong commune (Bac Kan city) has more than 250 households whose land was recovered. However, thanks to good mass mobilization work, most of the people agreed with the policy and quickly handed over the land so that the project could be implemented soon.

According to Mr. Phuong Hoang Minh, Secretary of the Party Committee of Nong Thuong Commune, the locality has mobilized the entire political system to participate, increasing propaganda through meetings of communes, villages, residential groups, party cell activities, and mass organizations... Thanks to that, people clearly understand the rights, responsibilities, and significance of the project. The process of resolving policies and benefits is public and transparent, thanks to which, the commune has not recorded any petitions related to land acquisition and clearance.

In fact, most GPMB projects face difficulties in terms of land origin, compensation prices, assets, structures, etc. At the same time, the low awareness of a segment of the population has affected project progress. To solve this problem, authorities at all levels have proactively intervened, not only propagating and mobilizing but also organizing direct dialogues, clearly explaining to the people about their rights, obligations and compensation policies. Thanks to that, many households have changed their awareness and agreed with the GPMB plan proposed by the State.

People agree when their rights are guaranteed.

Mr. Be Quang Luoc (Hop Thanh village, Nong Thuong commune) shared: "My family agrees with the land acquisition policy to implement the Cho Moi - Bac Kan route investment project, and happily cooperates with the authorities to soon hand over the site."

In reality, one of the important factors that helps the land acquisition and clearance work achieve positive results is ensuring transparency and publicity in compensation, support and resettlement. When people are clearly informed and receive full benefits according to regulations, problems will be quickly resolved. This is also the reason why mass mobilization work must always be one step ahead, helping people understand policies clearly, creating consensus from the beginning, avoiding prolonged disputes and complaints.

According to Mr. Phuong Hoang Minh, Secretary of the Nong Thuong Commune Party Committee, in addition to propaganda and mobilization work, the authorities need to speed up the progress of handling compensation and resettlement support files, avoiding making people wait too long. When people's rights are guaranteed in a timely manner, they will be ready to cooperate with the government during the project implementation process.

Mr. Pham Quyet Chien, Head of the Propaganda and Mass Mobilization Department of Bac Kan City, said: Mass mobilization must always be one step ahead. When people understand, consensus will be high. Thanks to that, in recent years, Bac Kan City has effectively implemented many important projects without causing delays in site clearance and complaints.

The lesson learned is that, in addition to properly implementing legal regulations, authorities at all levels need to pay more attention to mass mobilization work, listen to people's thoughts and aspirations to have reasonable solutions, create high consensus, and promote local socio-economic development./.
