By the end of 2025, the social housing project serving the Bien Hoa - Vung Tau expressway will hand over houses.

The social housing project to arrange accommodation for those who are not eligible for resettlement in the Bien Hoa - Vung Tau Expressway Project is expected to complete the rough construction in June and hand over the houses at the end of 2025.

This is a great effort by investors, contractors and local authorities to ensure housing for people.

June 2025, complete construction of 275 apartments

The NXH2 social housing project in Phuoc Tan ward (Bien Hoa city) invested by An Hung Phat Infrastructure Development Joint Stock Company aims to provide housing for households that were evicted to implement the Bien Hoa - Vung Tau Expressway Project but did not meet resettlement conditions, so it is very urgent. The project started construction of phase 1 at the end of 2024 and the investor committed to the province to complete it within 14 months. At present, the project is ahead of schedule.

Mr. Nguyen Ngoc Minh, General Director of Nam Phat Vinh Investment, Trade and Service Development Joint Stock Company (the contractor), shared that after winning the bid for this project, the company immediately held a groundbreaking ceremony and worked through the holidays and Tet. Up to now, the project is about 1 month ahead of schedule. It is expected that Block A will be topped out in June 2025, then continue to complete the internal and external technical infrastructure before handing over to the investor.

The NXH2 social housing project covers an area of ​​about 4 hectares, with a scale of more than 1,200 apartments. The project is divided into 3 phases, of which phase 1 includes 275 apartments under construction.

“Due to the investor's request and understanding the urgent need for housing of the people, especially households that have to give up land to implement the highway project, we have increased human resources and machinery, organized construction in 3 shifts/day to not only meet but also exceed the schedule,” Mr. Minh shared.

Mr. Nguyen Minh Hai, Director of An Hung Phat Infrastructure Development Joint Stock Company (project investor), said that it is currently the dry season so the project is speeding up construction, completing an average of 1 floor per week. In June, the rough construction of 275 apartments will be completed, including some model apartments with 100% completed technical infrastructure for people who want to buy a house to visit. By the end of this year, the houses can be handed over to customers.

Also in June 2025, the company will start construction of phase 2, nearly 480 apartments. Construction time is about 12 months, with products available by mid-2026. If consumption is good, the final phase of the project will be implemented in 2026. "In the immediate future, we have set a time to start construction, complete phase 1 and phase 2. If consumption is favorable, phase 3 will be implemented immediately after that in a rolling manner" - Mr. Hai said.

Can build several thousand more units in the next 3-5 years

Dong Nai has a great demand for social housing. The NXH2 social housing project is even more meaningful and urgent when it has the goal of prioritizing housing arrangements for households that are not eligible for resettlement when their land is recovered. Social housing helps people reduce the pressure on housing and financial burden when having to find a new place to live. In March 2025, the Dong Nai Land Fund Development Center compiled a list of 316 cases in Tam Phuoc and Phuoc Tan wards that are not eligible for resettlement to propose priority for purchasing social housing in this project.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, the province currently has about 595 thousand workers working in industrial parks, of which, workers from other provinces account for 48% and most of them have housing needs. In addition, the target group is the people, civil servants, workers outside industrial parks and workers working in private establishments also have social housing needs. Therefore, the implementation of projects is not only to complete the target number of apartments but also contributes to ensuring social security, creating conditions for sustainable socio -economic development.

For this social housing project, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the investor, the contractor, and the supervising consultant to focus resources on implementing the project on schedule and ensuring the quality of the project. Bien Hoa City, based on the 2025 land use plan approved by the Provincial People's Committee, will support the investor in completing the site clearance of the land area allocated for social housing to meet the needs of the people.

Director of An Hung Phat Infrastructure Development Joint Stock Company Nguyen Minh Hai added that currently, the company has a number of projects. If legal procedures are open, such as the Draft Resolution on a number of specific mechanisms and policies for social housing development that the Ministry of Construction is soliciting opinions on, in the next 3-5 years, the company will participate in implementing several thousand social housing units in the province.

For the NXH2 Social Housing Project under construction, the investor will support home buyers by signing a contract with the Provincial Land Registration Office to confirm housing/land conditions for cases proposed by state agencies to be prioritized for purchasing social housing, connecting with commercial banks so that home buyers can borrow capital at an interest rate of 6.1% (lower than the social policy bank) for 10 years, being fair in reviewing documents and distributing housing to the right subjects.
