Summary of the implementation of the emulation covenant of the Emulation Cluster of the Southwest provinces in 2024

Attending the conference were comrades: Nguyen Anh Tuan, Deputy Head of the Central Emulation and Reward Board; Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee, Chairman of the Long An Provincial People's Committee, Head of the Emulation Cluster; Nguyen Thi Be Muoi, Vice Chairman of the Ben Tre Provincial People's Committee, First Deputy Head of the Emulation Cluster; Nguyen Quynh Thien, Member of the Provincial Party Committee, Vice Chairman of the Tra Vinh Provincial People's Committee, Second Deputy Head of the Emulation Cluster of the Southwest provinces.

On behalf of the leaders of the People's Committees of the Southwestern provinces, there were the Chairmen and Vice Chairmen of the Provincial People's Committees; leaders of the Provincial People's Committee Office, and the Department of Home Affairs of the provinces in the Cluster attending.

Comrade Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Long An province, delivered a welcome speech at the conference.

As the host unit, the Cluster Leader, Comrade Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Long An province emphasized: in 2024, despite many difficulties, with the determination "The more difficult, the more we must compete", the Southwestern provinces have proactively and resolutely entered the race from the beginning of the year, promptly concretizing programs, plans and proposing specific solutions associated with building and organizing the launch of patriotic emulation movements in each industry and field; thereby, mobilizing the combined strength of the entire political system, the People and the business community to actively participate in response, creating positive changes and promoting comprehensive socio-economic development of each locality, achieving and exceeding the targets and tasks set for 2024.

Comrade Pham Tan Hoa, Vice Chairman of Long An Provincial People's Committee, reported on the emulation results of the Cluster in 2024.

According to the Emulation Cluster's report, in 2024, the average economic growth rate (GRDP) of the provinces in the Cluster will reach 7.3%. Provinces with high growth rates, exceeding the plan include: Tra Vinh 10.04%, reaching 118.12% of the plan; Hau Giang 8.76%, reaching 116.80% of the plan; Long An 8.30%, reaching 103.75% of the plan; Kien Giang 7.50%, reaching 111.94% of the plan...

Regarding budget revenue, the provinces in the Cluster exceeded the set plan, with a total revenue of 114,960.95 billion VND. Total export turnover reached 25,724 million USD; the average income per capita of the Cluster reached 79.24 million VND/person/year. The provinces with high average income per capita, exceeding the plan are: Tra Vinh 94.36 million VND, reaching 106.16% of the plan; Hau Giang 93.78 million VND, reaching 105.56% of the plan... The total social investment capital of the provinces in the Cluster reached 407,327.32 billion VND...

Comrade Nguyen Van Vinh, Chairman of Tien Giang Provincial People's Committee, informed about the total export turnover and disbursement of public investment capital of Tien Giang province.

At the conference, delegates focused on analyzing the causes of the achieved results as well as the limitations and weaknesses that need to be focused on overcoming in 2025 and the 2025-2030 period.

The conference unanimously assessed that in 2024, the patriotic emulation movement of the provinces in the Cluster continued to promote its effectiveness, actively contributing to the implementation of socio-economic development, national defense and security goals.

Comrade Tran Chi Hung, Vice Chairman of Hau Giang Provincial People's Committee, discussed "Promoting digital transformation program".

Based on the achievements, the conference agreed to set out a number of key tasks for 2025: striving to complete the socio-economic development goals for the 5 years of 2020 - 2025, making achievements to welcome Party congresses at all levels towards the 14th National Congress of the Party; the 11th National Patriotic Emulation Congress and the country's important historical event.

Comrade Nguyen Thi Be Muoi, Vice Chairman of Ben Tre Provincial People's Committee - Cluster Leader in 2025 delivered a speech accepting the assignment.

* Speaking at the conference, comrade Nguyen Quynh Thien, Vice Chairman of the Provincial People's Committee, raised the theme "The whole country joins hands to build new rural areas" of Tra Vinh province.

Vice Chairman of the Provincial People's Committee Nguyen Quynh Thien informed: Up to now, 100% of communes and districts have met the new rural standards, of which 60% of communes have met the advanced new rural standards; 10.6% of communes have met the model new rural standards; there are 02 advanced new rural districts. Notably, Tra Vinh is the 6th province in the country and the first province in the Southwest region to be recognized for completing the task of building new rural areas in 2024 (Decision No. 567/QD-TTg, dated March 11, 2025 of the Prime Minister).

Comrade Nguyen Quynh Thien, Vice Chairman of Tra Vinh Provincial People's Committee, gave a speech on the Movement "The whole country joins hands to build new rural areas" of Tra Vinh province.

The movement "Tra Vinh joins hands with the whole country to build new rural areas" has had a wide and deep influence throughout the province. The material and spiritual life of the people is increasingly improving; the average income per capita/year in rural areas in 2024 increased approximately 4.05 times compared to 2010 (from 18.53 million VND in 2010 to 75.08 million VND in 2024), poor households decreased rapidly from 23.63% in 2010 to about 0.87% in 2024.

That is thanks to the province implementing the motto: "New rural construction has a starting point but no ending point", which is a continuous task of the entire political system, with the sole goal of constantly improving the quality of material and spiritual life for the people, continuously and relentlessly, always aiming for perfection and sustainable development.

In his speech, comrade Nguyen Anh Tuan, Deputy Head of the Central Emulation and Reward Committee, acknowledged and commended the results achieved from the emulation movement of the entire Cluster.

In 2025, the year of the 11th National Patriotic Emulation Congress, Party Congresses at all levels, towards the 14th National Party Congress, commemorating many important historical days of the country... therefore, the provinces and members of the Emulation Cluster continue to launch a strong and comprehensive emulation movement in all fields; aiming to create specific results, worthy of the tasks and requirements set forth.

In the context of implementing provincial mergers, provinces need to be proactive in leadership, management, and ideological work, without affecting the patriotic emulation movement.

To continue operating the Emulation Cluster of the Southwest provinces in 2025, the Cluster members unanimously elected a Cluster Leader and 2 Deputy Cluster Leaders in 2025: Ben Tre province, Cluster Leader in 2025; Tra Vinh province, First Deputy Cluster Leader and Bac Lieu, Second Deputy Cluster Leader.

Based on the emulation regulations, the members of the Cluster unanimously proposed that the Prime Minister award the emulation flag to the unit with outstanding achievements in 2024 to 02 provinces: Long An and Tien Giang; the Prime Minister award certificates of merit to 02 provinces: Kien Giang and Hau Giang.
