General Secretary To Lam chaired the meeting. Attending the meeting were comrades: Pham Minh Chinh, Politburo member, Prime Minister; Tran Thanh Man, Politburo member, Chairman of the National Assembly; and comrades who are Politburo members and members of the Secretariat.
After listening to the report on the Special Topic on breakthroughs in science, technology, innovation and digital transformation, General Secretary To Lam said that updating knowledge on the Special Topic is part of the plan and working program of the Politburo and the Secretariat. This is a specific activity, affirming the highest determination of the Party and State leaders to successfully implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. To lead, direct and successfully implement this Resolution, the Politburo members and Secretariat members themselves are the pioneers in updating knowledge in this new, difficult and constantly changing field.
According to the General Secretary, developing science, technology, innovation and digital transformation is a mandatory choice, the only way to develop the country and improve people's lives. And in the coming time, it must be strongly implemented to achieve two highest goals: Better social governance and must go into production, increasing labor productivity. However, up to now, it has mainly been applied to social governance, not paying due attention to putting it into the production process to increase labor productivity. In reality, private enterprises are very quick to approach these issues and organize implementation very flexibly and effectively, contributing to improving corporate governance, data management and increasing productivity and product quality; therefore, it is necessary to stick to reality to expand the approach.
At the meeting, Politburo members and Secretariat members contributed additional ideas to complete the Topic on breakthroughs in science and technology development, innovation, and digital transformation.

Concluding the meeting, General Secretary To Lam emphasized that the Special Report on Breakthroughs in Science, Technology, Innovation, and Digital Transformation is very important, contributing to a full and profound understanding of Resolution No. 57 of the Politburo.
The General Secretary requested the Government Party Committee to absorb the opinions of comrades in the Politburo and the Secretariat to continue to complete the report to serve the 11th Central Conference of the 13th tenure as planned. In particular, the report should focus on updating new trends in the world on science, technology, digital transformation, and innovation; at the same time, pointing out specific issues and solutions for implementation to overcome limitations, avoiding generalizations, aiming to unify awareness and action to create strength for the entire political system.
The General Secretary assigned the Central Office, the standing agency of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, to absorb opinions at the meeting, supplement and complete programs and plans to advise on the effective implementation of Resolution No. 57 of the Politburo.
