Regarding the organizational arrangement, General Secretary To Lam summarized that over the past 4 months, the arrangement and streamlining of the organizational apparatus of the Party, Government, National Assembly, and Vietnam Fatherland Front agencies at the central level has been basically completed.

"The figures on streamlining and work efficiency as well as cost savings stated in the reports clearly demonstrate the revolutionary nature of this streamlining," said the General Secretary.

However, in a general assessment, the General Secretary said that the organizational model of the political system is not yet complete, especially at the local level.

The General Secretary suggested major orientations including: The policy of arranging administrative units - provincial level to 34 provinces and cities; not organizing district level, reducing about 50% of commune-level administrative units; 2-level local government organization model, associated with decentralization, especially the new commune level after the merger, how to be truly close to the people, close to the people, and serve the people better.

"The Politburo suggests about 50%, not 50%. How to arrange the commune level is entirely up to the provincial level to consider and propose. The Politburo suggests reducing by 50%, while the Central Government discusses and decides what is most reasonable. Depending on the local situation and actual conditions, the number can fluctuate within this range.

"It is not that the Politburo sets 50%, but the localities follow this figure. Localities can reduce 60-70% if you see that they can manage it and meet the requirements of being close to the people. This is entirely discussed, decided and implemented by the Central Committee," the General Secretary stated.

The General Secretary emphasized that all of these tasks must be implemented at the same time, and none of them can be delayed. Therefore, he requested that Central Committee members give their opinions on the plan and implementation roadmap so that it is synchronous, unified, smooth, and effective, and that the reorganization of the apparatus does not disrupt the operations of agencies, production, business activities, and daily activities of people and enterprises.
