General Secretary To Lam delivers a speech.

On the occasion of the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country (April 30, 1975 - April 30, 2025), on the afternoon of April 8th in Hanoi, General Secretary To Lam met with police officers who provided support to the Southern battlefield during the resistance war against the US for national salvation.

Also attending the meeting were Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Hanoi City Party Committee Bui Thi Minh Hoai; Secretary of the Central Party Committee and Chief of the Central Party Office Le Hoai Trung; leaders of central ministries, departments, agencies, the Public Security sector and Hanoi City; and members of the Liaison Committee of Public Security officers who provided support to the Southern battlefield.

At the meeting, the delegates reminisced about the unforgettable days of the police officers who provided support to the South during the resistance war against the US, ready to sacrifice themselves to protect the independence and freedom of the Fatherland.

In an emotional atmosphere, speaking at the meeting, General Secretary To Lam expressed his deep gratitude for the contributions of the police officers who supported the Southern battlefield, of the Southern Security forces and the heroic people of the South, as well as of the army and people of the whole country.

At the meeting, General Secretary To Lam informed about some strategic policies that the Party is focusing on leading to achieve the highest goal of "social stability, economic development, and improving people's lives"; by 2030, Vietnam will become a developing country with modern industry; and by 2045, it will become a developed country with high income.

The General Secretary emphasized the need to focus intensely on solutions to maintain a peaceful and stable environment for national development; to continue consistently implementing an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, diversifying and multilateralizing it; to be a friend, a reliable partner, and a responsible member of the international community; to promote foreign relations and international integration, maximizing the utilization of external resources and favorable conditions for national defense and development from early on and from afar; to ensure the highest national interests and best interests of the people; to continue building a lean, strong, regular, elite, and modern armed force in the spirit of self-reliance and self-strength; to uphold sovereignty and territorial integrity, maintain peace and stability; and to ensure that the people's armed forces always remain a solid, reliable support and a source of pride for the Vietnamese people and nation.

The General Secretary stated that the Central Military Commission and the Ministry of National Defense have gradually adjusted their organizational structure with the goal of being lean, efficient, and strong. Currently, the Ministry of National Defense is reorganizing provincial-level military commands in accordance with the adjustment of provincial-level administrative units; dissolving district-level military commands and establishing regional defense commands to ensure the maintenance of the country's military strength.

The People's Public Security Force, after three reorganizations since 2018, has become significantly streamlined and operates more effectively and efficiently. Currently, the Ministry of Public Security no longer organizes district-level police forces and has taken on several new tasks. In addition to ensuring political security and social order, the Ministry of Public Security makes significant contributions to strategic planning and socio-economic development, maintaining peace and safety for the lives of every citizen.

Regarding sustainable socio-economic development, the General Secretary shared that although Vietnam's economy has experienced continuous growth over the past decades, consistently ranking among the countries with high growth rates in the region and the world, transforming Vietnam from a low-income country to a middle-income country, assessments show that the risk of falling behind economically and into the middle-income trap still exists.

On April 3rd, the United States announced the imposition of tariffs on Vietnam, placing it among the highest-ranking countries. With our tradition of resilience and the ability to handle unprecedented challenges under the wise and skillful leadership of the Party, we will certainly overcome this challenge soon.

The Central Party Committee has instructed government leaders and leaders of ministries and agencies to immediately contact relevant US authorities to develop a comprehensive solution. Although there are difficulties, we remain steadfast in our economic growth targets. This is also an opportunity for stronger, more decisive, revolutionary, and comprehensive reforms in economic management, establishing a "new growth model" for Vietnam in the new period.

In the coming period, the state-owned enterprise sector, especially state-owned economic groups, will focus on strong consolidation; develop a strategy to attract selective, high-quality FDI; promote the development of the private economy as the most important driving force for GDP growth, increase labor productivity, and create jobs; develop self-reliant local economies; focus on completing strategic infrastructure, especially transportation, energy, and digital infrastructure; research and implement programs to effectively exploit outer space, maritime space, and subsurface space to open up new economic development opportunities and increase the capacity for research and development in science and technology, protect resources, and safeguard national sovereignty.

The General Secretary affirmed the need to implement comprehensive solutions to care for and improve the material and spiritual lives of the people, especially ethnic minorities, those in remote areas, border regions, islands, former resistance base areas, strategic areas, and areas with large religious populations; to effectively implement social security and welfare policies, and policies for those who have rendered meritorious services; to implement the policy of waiving tuition fees for all levels of general education; to resolutely complete the elimination of dilapidated housing nationwide; to focus on developing healthcare and people's health, moving towards waiving hospital fees for all citizens, so that every Vietnamese citizen can truly have a prosperous and happy life…

Regarding the restructuring of the political system's organizational apparatus to be streamlined, strong, efficient, effective, and effective, the General Secretary stated that, through the review of Resolution No. 18-NQ/TW, with a decisive and urgent spirit, "running and queuing at the same time," "not striving for perfection but not rushing," "not allowing work to be interrupted," and "the new organizational model must be better and more effective than the old model"; with systematic and scientific steps and implementation roadmap, ensuring adherence to the Party's charter, regulations, principles, and guiding directions of the Central Committee. The restructuring of the political system's organizational apparatus has been carried out vigorously, thoroughly, scientifically, and humanely, from top to bottom with the motto "the Central Committee sets the example, localities respond."

The General Secretary emphasized that the development of science, technology, innovation, and national digital transformation is not only an inevitable trend but also an urgent requirement for Vietnam to narrow the development gap with the region and the world, opening up opportunities to improve labor productivity, creating conditions for innovation, and enhancing the quality of life for all segments of the population. This is the "golden key," a crucial breakthrough, and the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, preventing the risk of falling behind, and enabling the country to achieve breakthrough development and prosperity.

The Politburo issued Resolution No. 57-NQ/TW; established the Central Steering Committee, and organized a national conference to disseminate and implement the Resolution. The Central Steering Committee has held two sessions, reached a consensus on the bottlenecks and obstacles, and will resolutely address them. The Party Committee of the Government will coordinate with the Party Caucus of the National Assembly to direct the timely implementation of the drafting of laws and decrees, ensuring the institutionalization of Resolution No. 57-NQ/TW of the Politburo and promptly issuing guiding documents so that the new regulations can be put into practice.

The General Secretary stated that the 14th National Congress of the Communist Party of Vietnam is expected to take place in the first quarter of 2026. This Congress is of paramount importance, marking the beginning of a new era for the country – an era of development, prosperity, and strength, where all citizens enjoy a comfortable and happy life, receive support for development and enrichment; successfully build a socialist Vietnam, a prosperous nation with a strong economy, a democratic, just, and civilized society, standing shoulder to shoulder with the world's leading powers; and contribute increasingly to world peace, stability, development, the happiness of humanity, and global civilization.

The Politburo has commented on the draft Political Report, the Report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030, the Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years, and the Report on Party building and implementation of the Party Charter; the 11th Central Committee meeting will discuss and comment on these before sending them to Party branches and the people for their input.

To successfully implement the Party's strategic policies, prepare thoroughly for the 14th Party Congress, and usher the country into a new era, an era of national progress for Vietnam, the General Secretary emphasized that the entire Party, the entire people, and the entire army must continuously strengthen unity and solidarity, work together wholeheartedly, seize the most opportunities and advantages, and maximize all resources, first and foremost endogenous resources, human resources.

The General Secretary expressed his wish that the police officers who had served, fought, and provided support to the Southern battlefield during the resistance war against the US, with the spirit of "Advanced age, shining example," would actively participate in contributing ideas to perfect the documents of the 14th Party Congress, effectively implement the Party's strategic policies in the new period; and continue to encourage and motivate the entire Party, the entire army, and the police officers and soldiers to strive and excellently fulfill their assigned political tasks.

On this occasion, General Secretary To Lam presented gifts to the police officers who provided support to the Southern battlefield during the resistance war against the US for national liberation.
