General Secretary and President To Lam will pay state visits to Mongolia and Ireland, attend the 19th Francophone Summit and pay an official visit to France, according to a statement from the Vietnamese Ministry of Foreign Affairs.

According to the announcement of the Vietnamese Ministry of Foreign Affairs on September 29, at the invitation of Mongolian President Ukhnaagiin Khurelsukh, Irish President Michael D. Higgins and French President Emmanuel Macron, General Secretary, President To Lam and his wife, along with a high-ranking Vietnamese delegation, will pay a state visit to Mongolia and Ireland, attend the 19th Francophone Summit and pay an official visit to France from September 30 to October 7. Vietnam and Mongolia established diplomatic relations on November 17, 1954. The two countries have a traditional friendship and have regularly helped and supported each other since the establishment of diplomatic relations. In 1996, the two sides signed a bilateral trade cooperation agreement, which reached more than 6 million USD in 2008 and more than 120 million USD in 2023. As of November 2019, Mongolia had three investment projects in Vietnam, ranking 96th out of 126 countries and territories with investment projects in Vietnam with a total value of 1.1 million USD. Vietnam and Ireland established diplomatic relations on April 5, 1996. Cooperation, economy, trade and investment between the two sides have achieved many positive results in recent times. According to data from the Ministry of Planning and Investment, as of July 2023, Ireland had 41 valid projects with a total registered investment capital of 60.82 million USD, ranking 55th out of 147 countries and territories investing in Vietnam. Vietnam joined ACCT (the predecessor of the International Organization of La Francophonie) in 1979 and has since then always strived to promote cooperation with the Francophone Community , being an active and responsible member of the community. Currently, due to its full and substantial participation in most of the Community's priority issues, from planning cooperation strategies to promoting administrative reforms, Vietnam is considered a core developing group, with an important voice in planning and implementing the cooperation strategy of the Francophone Community.
The 19th Francophone Summit will take place on October 4 and 5 in the French cities of Villers-Cotterêts and Paris. The theme of this conference is "Creation, Innovation and Implementation". It is expected that about 100 delegations led by heads of state or government will attend.
Vietnam and France established diplomatic relations at the Ambassadorial level on April 12, 1973. France is Vietnam's fifth largest European trading partner. Trade turnover in 2022 reached 5.3 billion USD, up 10% compared to 4.8 billion USD in 2021. France is also the leading European bilateral ODA donor to Vietnam and Vietnam ranks second among countries receiving French ODA in Asia. To date, France has provided Vietnam with a total of 3 billion euros in preferential loans. France supports ODA loans of at least 200 million euros each year, focusing on three priority areas: climate change, energy transition and green growth. France is currently the third largest host of Vietnamese students in the world. The number of Vietnamese students studying in France has increased by about 40% over the past 10 years and currently has over 10,000 students.
