Former Chairwoman of AIC Company Nguyen Thi Thanh Nhan, despite being on the run, was still tried in absentia, accused of giving billions of dong in bribes to the former secretary and former chairman of Bac Ninh province.
The People's Court of Bac Ninh province has just issued a decision to bring to trial the case of "takeover" of bidding for the procurement of medical equipment, related to the defendant Nguyen Thi Thanh Nhan - former Chairwoman of the Board of Directors of Tien Bo International Joint Stock Company (AIC). The trial is scheduled to open on the morning of October 29, lasting for 3 days. The trial panel consists of 5 members, chaired by judge Vu Cong Dong.

Escaped but still tried
Among the 13 defendants, 4 former officials of Bac Ninh province were also prosecuted for bribery, including: Nguyen Nhan Chien, former Secretary of the Provincial Party Committee; Nguyen Tu Quynh, former Chairman of the Provincial People's Committee; Nguyen Hanh Chung, former Vice Chairman of the Provincial People's Council and Tran Van Tuynh, former Director of the Provincial Medical Construction Project Management Board. This group all had 1-2 defense lawyers. Some relatives of the defendants were also summoned by the court, as those who paid compensation. Defendant Nguyen Thi Thanh Nhan was the only person prosecuted for bribery. On October 4, the Ministry of Public Security informed about the wanted notice for Ms. Nhan, and called for her to surrender, otherwise she would be considered to have given up her right to self-defense. To date, the arrest of Ms. Nhan has not had any results. The People's Court of Bac Ninh province therefore decided to try the defendant in absentia. The former Chairman of AIC Company currently has 2 lawyers registered to defend her. Among the former officials of Bac Ninh province brought to trial is defendant Nguyen Tien Nhuong, former Vice Chairman of the Provincial People's Committee. Mr. Nhuong was prosecuted for abusing his position and power while performing official duties. To serve the trial of the case, the People's Court of Bac Ninh province summoned more than 30 individuals and legal entities as persons with related rights and obligations, along with dozens of individuals identified as witnesses. The representative of the Management Board of the Medical Construction Project, now the Management Board of the Investment Project for Construction of Civil and Industrial Works of Bac Ninh, was summoned as a victim.

Former secretary and former provincial chairman both accepted bribes
According to the indictment, from 2006 to 2008, the People's Committee of Bac Ninh province issued a decision on the project to renovate and build 6 new district-level general hospitals in the area. During the process of purchasing medical equipment at the hospitals, many defendants, while in office as leaders and officials of Bac Ninh province, favored Nguyen Thi Thanh Nhan's AIC Company and Song Hong Joint Stock Company to participate in the bidding. With their help, the two above-mentioned enterprises divided up all 6 bidding packages, causing a loss of more than 48 billion VND to the budget. After the settlement, defendant Nguyen Thi Thanh Nhan gave money to defendant Nguyen Nhan Chien many times, a total of 3 billion VND. Song Hong Company also gave money to defendant Tran Van Tuynh to transfer 1 billion VND to defendant Chien. The total amount of bribes the former Secretary of the Bac Ninh Provincial Party Committee received was 4 billion VND. Mr. Chien also confessed to receiving cash from Ms. Nhan many times, a total of 10 billion VND. However, this amount of money is not related to the implementation of the 6 bidding packages. Similarly, defendant Nguyen Tu Quynh also received 1 billion VND from the leaders of Song Hong Company and AIC Company each. Mr. Quynh also stated that Ms. Nhan came to his office many times to "give" a total of 8.1 billion VND. However, this amount of money is not related to the implementation of the bidding packages. On his part, defendant Tran Van Tuynh received a total of 6 billion VND from Song Hong Company, after giving a portion to his superiors, the remaining 3.2 billion VND was used for personal expenses. The remaining person is defendant Nguyen Hanh Chung, in addition to the 500 million VND received from Song Hong Company through defendant Tuynh, he also directly received 100 million VND from the leaders of AIC Company. The total amount of bribes received was 600 million VND.
