Hoa Binh province achieved a growth rate of 12.76% for the first time

According to the report of the Provincial Statistics Office, in the first quarter of 2025, the province's economic growth (GRDP) is estimated to increase by 12.76% over the same period last year. Of which, agriculture, forestry and fishery increased by 4.19%; industry - construction increased by 27.18%; services increased by 5.91%; product tax decreased by 5.64%. Structure of economic sectors in GRDP: The proportion of agriculture, forestry and fishery is 16.5%; industry - construction is 44.58%; services are 34.6%; product tax is 4.33%. Thus, for the first time in the term, Hoa Binh achieved a high growth rate, second only to Bac Giang province compared to the whole country.

All economic sectors have recorded positive signs. The estimated state budget revenue by the end of March reached VND 2,350 billion, up 114.21% over the same period last year, equal to 42.11% of the Prime Minister's estimate and 33.19% of the target assigned by the Provincial People's Council Resolution. With two consecutive reductions in gasoline and oil prices in March 2025, it has created a "cool breeze" for people and the business community. The average consumer price index in the first quarter increased by 1.21% over the same period. Investment capital in the first quarter increased compared to the same period last year, due to the fact that in 2025, many transport works and projects in the province will be simultaneously constructed according to schedule, such as: Hoa Binh - Moc Chau Expressway; Hoa Binh - Hanoi regional connecting road and Son La Expressway...

In addition, a number of foreign factory projects are urgently completing items to put into production from the second quarter of 2025. In the first quarter, an estimated 104 newly registered enterprises were established, with a total registered capital of about VND800 billion (compared to the same period last year, the number of newly registered enterprises was 101%, the registered capital was 20.4%). There were 10 newly licensed investment projects and 20 projects approved for adjustment with a total registered investment capital of about VND3,003 billion. In addition, 31 urban infrastructure and commercial housing investment projects were approved for investment in the form of land use rights auctions and investor selection bidding, with a total registered capital of about VND11,099 billion. These results create an important premise for the province to achieve the growth target of over 10% this year.

Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized that these are positive results, creating a premise for the successful completion of political tasks. More than ever, cadres and party members, especially leaders, must be the political core, continue to make efforts to contribute, perform well the assigned tasks and responsibilities, especially focus on organizing the implementation of the conclusions of the Politburo and the Secretariat on the arrangement of the apparatus in the political system; do a good job of ideological work, create consensus among cadres and party members to well implement the merger policy, and focus on leading local political tasks.

To complete key tasks in the coming time, the Provincial Party Committee continues to promote decentralization and delegation of power. Strengthen administrative reform, reduce the time for implementing administrative procedures (AP), especially those related to planning, construction, investment, and land. For non-state budget projects, focus on removing difficulties to start construction in 2025 (including key projects and other projects). Focus on disbursing at least 95% of the 2025 public investment plan; promote trade and tourism services in the province; focus on developing enterprises; strengthen revenue management, effectively exploit revenue sources, ensure correct, sufficient, and timely collection of taxes, fees, charges (especially tax debts) and other revenues to the state budget; urgently work with the leaders of Vietnam Electricity Group (EVN) on the operating mechanism of Hoa Binh Hydropower Plant; Preserve and promote cultural values ​​associated with tourism development; ensure national defense and security.

Regarding the important tasks in 2025, the Provincial Party Secretary proposed: Continue to implement the 5 strategic breakthroughs of the Provincial Planning. Speed ​​up the progress of starting the construction of key projects of the province. For the investment project to expand the Hoa Lac - Hoa Binh expressway, it is necessary to remove all administrative procedures to start the project on July 1, 202; direct the Hoa Binh City Party Committee to strive to complete the site clearance work (GPMB) for the entire route in the city within 90 days. Regarding the Hoa Binh - Moc Chau expressway project in Mai Chau and Da Bac districts, regarding site clearance work, Da Bac district mobilized the entire political system to focus on "working day and night", comrades of the Standing Committee of the District Party Committee, Standing Committee of the Party Committee of communes and towns went to the area, met with households to complete the site clearance work of the project, and by April 15, 2025 at the latest, hand over the entire site to the Provincial Traffic Construction Investment Project Management Board, so that contractors have enough site to implement the project.

Implement "Working wholeheartedly, without stopping, without wavering". Strictly handle officials and civil servants with an attitude of "political indifference", intentionally not performing their duties, delaying for a long time, or performing them carelessly and irresponsibly, negatively affecting the common work of the district and province. Urgently complete compensation, site clearance, and resettlement work to speed up project implementation progress. Strictly implement the project implementation timelines assigned by the Provincial Party Standing Committee when working in localities. Continue to promote disbursement of public investment capital in 2025; administrative reform, especially reform of administrative procedures to shorten and reduce the time for approving documents and procedures. In addition, localities pay special attention to social security work, eliminating temporary and dilapidated houses.

The Provincial Party Secretary requested key officials to uphold their responsibilities as leaders, ensure the set goals; focus on resolving difficulties and obstacles in implementing key projects, speeding up the progress of important inter-regional transport infrastructure projects, large urban infrastructure, cultural and social infrastructure projects. Strengthening the mobilization of social resources for investment in developing strategic infrastructure systems. Departments, branches and units assigned as focal points must urgently coordinate with relevant ministries and branches to completely resolve difficulties, complete investment and construction procedures to start projects, ensuring the plan according to the direction of the Provincial Party Committee, Provincial People's Committee, Government and Prime Minister.
