What is the current situation of management and development of industrial clusters in Lam Dong province?

On September 18, speaking to reporters, the leader of the Department of Industry and Trade of Lam Dong province said that according to the plan for developing industrial clusters in Lam Dong province for the period of 2021-2030, with a vision to 2050 approved in Decision No. 1727/QD-TTg dated December 29, 2023 of the Prime Minister approving the Planning of Lam Dong province for the period of 2021-2030, with a vision to 2050, currently, the whole province has a total of 18 industrial clusters, with an area of ​​792.16 hectares. Of which, 08 new industrial clusters with an area of ​​466.49 hectares will be developed; 08 industrial clusters planned in the previous period with an area of ​​263.28 hectares will be maintained and the area of ​​02 industrial clusters will be adjusted. At the same time, 09 industrial clusters were approved for detailed planning with a total planning area after adjustment of 334.17 hectares.

Regarding the establishment and expansion of industrial clusters, Lam Dong Provincial People's Committee has decided to establish 06 industrial clusters with an area of ​​199.4 hectares (including industrial clusters: Gia Hiep, Di Linh district; Ka Do, Don Duong district; Loc Phat, Bao Loc city; Loc Thang, Bao Lam district; Phat Chi, Da Lat city and Dinh Van, Lam Ha district). Expanding Dinh Van industrial cluster by 2.82 hectares from 34.37 hectares to 37.19 hectares; approved in the industrial cluster development plan of Lam Dong province.

Regarding the investment situation in industrial cluster infrastructure, only Loc Thang Industrial Cluster in Bao Lam District has attracted investors to build technical infrastructure. The remaining industrial clusters have not attracted investors in technical infrastructure, and are managed by the People's Committees of districts and cities, assigned to the Management Board of Construction Investment Projects and Public Works or the Management Board of Construction Investment Projects and Land Fund Development to invest in building technical infrastructure for industrial clusters.

Regarding secondary projects operating in industrial clusters: 07 industrial clusters (including 06 established industrial clusters and Tam Bo Industrial Cluster) have 37 enterprises and units registered to operate, however, only 31 projects are operating, approved for investment policy (including 09 FDI projects); total leased and registered area is 95.06 hectares, occupancy rate is 55.98%; total registered investment capital of projects is 2,305.6 billion VND and 20.3 million USD; total number of employees is 2,133 people. The remaining industrial clusters have not attracted investors in technical infrastructure and secondary investment projects.

According to the Department of Industry and Trade of Lam Dong province, in the past time, with the attention of the Ministry of Industry and Trade, the Provincial Party Committee, the Provincial People's Committee and the determination of local authorities at all levels in managing and developing industrial clusters to contribute to the development of local industry, the People's Committees of districts and cities have actively reviewed, updated and completed the industrial cluster development plan in the management area to propose to the provincial industrial cluster development plan integrated into the Provincial Planning according to regulations.

Some projects have been approved in principle to invest in building factories operating in industrial clusters, while some other factories are speeding up investment progress, which is a good sign for industrial cluster development.

However, besides the advantages, there are still some limitations in the development of industrial clusters such as: Clean land fund with scale, meeting the requirements of large investors is still lacking, site clearance work faces many difficulties, land prices in the province are much higher than the national average, so compensation costs for project implementation are high; funding for site clearance mainly comes from the provincial budget, partly from the district and city budgets, only meeting about 21.68%; infrastructure is invested in part, not synchronously, not completed; difficulties in calling for and attracting investment in technical infrastructure of industrial clusters, out of 10 industrial clusters, only 01 industrial cluster calls for 01 infrastructure investor.

Currently, Lam Dong province lacks clean land funds, compensation, site clearance, and land use rights transfer agreements with people face many difficulties due to high land prices in the province, affecting the attraction of investors in technical infrastructure in industrial clusters.

In addition, the allocation of medium-term and annual public investment capital to carry out compensation, site clearance, create clean land funds to attract investment in industrial production projects, invest in wastewater treatment systems, and complete internal traffic works in industrial clusters has not been prioritized (in the period 2022-2024, the People's Committees of districts and cities will not allocate budgets to carry out compensation and site clearance work in industrial clusters).

In addition, industrial clusters have not attracted investment projects for production and business in the industrial clusters. The management board of investment projects and exploitation of public works at the district level mainly carries out infrastructure investment work based on budget support capital, and has not yet performed the function of managing and attracting investment in industrial clusters...
