Establishment and launch of State Bank Region 8

Strengthening the State Bank of 15 regions

On the afternoon of April 3, in Ha Tinh province, the State Bank organized the announcement of the Decision to establish and launch the State Bank of Region 8 and the conference on Promoting bank credit, contributing to promoting economic growth in Region 8. The event was co-chaired by Mr. Pham Quang Dung, Deputy Governor of the State Bank and Mr. Tran Bao Ha, Vice Chairman of the People's Committee of Ha Tinh province.

Deputy Governor of the State Bank Pham Quang Dung presented the Decision on personnel transfer and appointment of the State Bank Region 8.

Accordingly, the State Bank Region 8 was established, including 3 provinces: Nghe An, Ha Tinh, Quang Binh; the headquarters of the State Bank Region is located in Ha Tinh. The Governor of the State Bank also issued decisions on personnel transfer and appointment in Region 8, specifically: Ms. Nguyen Thi Thu Thu, Director of the State Bank branch in Nghe An province, holds the position of Deputy Director of the State Bank branch in Region 8 and assigns the authority of Director of the State Bank branch in Region 8.

The Deputy Directors of State Bank Region 8 include: Mr. Luong Hai Luu, Mr. Nguyen Van Trung, Ms. Hoang Thi Minh Thu.

After the reorganization, the total number of civil servants and employees in Region 8 is 134 people. The organizational structure of the State Bank of Region 8 after the reorganization includes 7 departments: General Department; Regional State Bank Inspectorate; Department of Management and Supervision of Banks, Foreign Bank Branches and Other Organizations; Department of Management and Supervision of People's Credit Funds, Microfinance Institutions, Microfinance Programs and Projects; Accounting - Payment Department; Monetary - Treasury Department; Administration - Personnel Department.

The consolidation of the State Bank's organizational structure, including 15 regional State Banks, is the result of serious and drastic efforts by the State Bank's Board of Directors and Steering Committee, implementing the consistent directions of the Central Committee, the Politburo, and the Secretariat on implementing the "revolution" of streamlining the apparatus, which is a key, urgent task, of special significance to the country's development in the new era.

In the coming time, the State Bank will continue to implement related tasks to ensure progress, quality and improve the effectiveness and efficiency of state management, meeting the requirements of the Central Steering Committee and the Government Steering Committee.

Promoting Economic Growth in Region 8

Speaking at the conference, Mr. Pham Quang Dung - Deputy Governor of the State Bank said - recently, the banking industry has actively promoted credit growth to meet the capital needs for production and business of people and businesses in Region 8 and has achieved quite positive results.

Region 8 currently has 253 credit institutions and credit institution branches. By the end of February 2025, outstanding loans of credit institutions in Region 8 reached VND 535,688 billion, an increase of VND 7,957 billion, equal to 1.5% compared to the end of 2024, accounting for about 33% of the total outstanding loans of the North Central and Central Coast regions.

The workshop was held to achieve the credit growth target, contributing to promoting economic growth in Region 8.

Also at this event, the conference on Promoting bank credit, contributing to promoting economic growth in Region 8, part of a series of conferences organized by the State Bank at State Bank branches in the regions, was held to exchange and discuss solutions to achieve the credit growth target, contributing to promoting economic growth.

At the conference, Mr. Hoang Minh Ngoc - Deputy General Director of Agribank - shared that from the beginning of 2025, Agribank has focused on implementing solutions to remove difficulties for customers, support people and businesses to develop production and business, and promote economic growth in 2025. Mr. Hoang Minh Ngoc also shared 5 key solutions to increase credit growth by 13% assigned by the State Bank, equivalent to an increase of about 230,000 billion VND.

Implementing Resolution No. 18-NQ/TW, the State Bank has shown solidarity, unity, consensus, and high determination, basically completing the reorganization of the apparatus, ensuring the set progress and roadmap. Regarding the State Bank branches in provinces and centrally run cities, the State Bank has completed the reorganization of 63 State Bank branches in provinces and cities into 15 regional State Banks, ensuring the implementation of state management, payment activities, monetary security, and treasury for the banking system. In particular, the State Bank Region 8 includes 3 provinces: Nghe An, Ha Tinh, Quang Binh; the headquarters of the State Bank Region is located in Ha Tinh.
