Resolution No. 1238/NQ-UBTVQH15 of the National Assembly Standing Committee on the reorganization of district and commune-level administrative units in Thanh Hoa province for the 2023-2025 period will take effect from January 1, 2025. This means that there is only one month left for the new apparatus after the reorganization to come into operation. To ensure high efficiency for the reorganization, there will be many issues that need to be resolved.

In Thanh Hoa City - the unit with the largest arrangement in the province this time when merging Dong Son district into the city and upgrading some administrative units of communes and towns into wards, the atmosphere is taking place very urgently.

A week ago, the city held a conference to deploy the plan to implement Resolution No. 1238/NQ-BTVQH15 of the National Assembly Standing Committee. Previously, the city issued Plan No. 1582/KH-UBND, requiring that after going into operation, units maintain continuous operations, ensuring effectiveness and efficiency; not disrupting the lives and activities of the people and the production and business of units and enterprises located in the area.

At the provincial level, in this reorganization, some districts and towns also have many administrative units that need to be reorganized, including units that are dissolved and newly established. Therefore, the general sentiment in the residential communities is inevitably worried. There will be many changes in the future, especially when people have to go through administrative procedures to ensure their studies, work, production, business, etc.

However, this is not the first time Thanh Hoa province has reorganized administrative units. In previous reorganizations, many commune-level administrative units were dissolved, merged, newly established or transferred from one area to another. People were also concerned, and in reality, the apparatus in these administrative units could not operate smoothly immediately. Especially people are always a problem when there are certain differences in both living and awareness, knowledge... However, we are not too pressured, the problems are only temporary, everything quickly returns to orbit, meets the requirements, and achieves the desired goal of improving the effectiveness and efficiency of the public administration.

In fact, up to now, administrative units that have been reorganized have had a completely new look with a streamlined and streamlined apparatus, helping to save costs. These experiences will help localities with administrative units that have to be reorganized to implement the steps of the process more firmly and effectively as well as the subsequent operations. However, the deep and long-term problem here is still the story of operating the new administrative apparatus, the quality of service to people and businesses when both the population and natural area have increased, with some wards and communes doubling, which is a significant pressure for the long-term story. These issues need to be anticipated to calculate and handle early, right from the beginning.

And above all, no matter how the arrangement is made or how the people are used, the goal of streamlining the apparatus and making human resources elite must be placed above all. After all, this administrative unit arrangement is not only aimed at mechanically reducing the number of administrative units at the district and commune levels, but is also a concrete step to implement the direction of the Central Committee and General Secretary To Lam on the arrangement of the apparatus "Streamlined - compact - strong - efficient - effective - effective". Cadres who do not meet the requirements must be boldly resolved early so as not to put pressure on the apparatus, and also have a wide range of ways to handle it when we implement the policy of streamlining the apparatus at the grassroots level in the future.
